Job Description

The Financial Analyst will work under the guidance of the Financial Analyst Manager to ensure compliance with Medicare and Medicaid rules and regulations with regards to health plan management reporting for Senior Health PACE program. The Financial Analyst is also responsible for the analyzing and adjudication of all claims as it relates to Central Valley PACE. The Financial Analyst monitors financial performance of Central Valley PACE.

Schedule is Monday - Friday, from 8am - 5pm.

Essential Duties and Responsibilities      

  • Responsible for developing performance measurement tools to assess the financial success of PACE.
  • Create custom financial reports and analysis as needed.
  • Prepare the annual budget.
  • Development and review of PACE Part D Bid and assisting with preparing information for the reserve model.
  • Create business processes and trainings in order for claims processing to become more efficient and accurate.
  • Participate in various quality improvement initiatives.
  • Provides analysis and monitoring of Medicare/Medicaid, spend down and private pay.
  • Reconciles accounts receivable and payments from all payer sources.
  • Interacts with medical claims adjudication TPA, EMR vendor, CMS and other contracted agencies.
  • Responsible for daily download of Gentran reports from the Centers for Medicaid and Medicare Services (CMS) Financial.
  • Responsible for compliance with and submission of various Medicare, Medicaid, and other health plan requirements.
  • Reconcile monthly Medicare and Medicaid payments and work closely with agencies on payment and enrollment issues.
  • Gather data to update and submit monthly enrollment/disenrollment figures to CMS and other requirements to the State of California and CMS.
  • Back-up Accounting and other Financial Analysts with cross-training on role and duties.
  • Abides by all established GVHC and Central Valley PACE policies.
  • Attends meetings as required and participates on committees as directed.
  • Works closely with Central Valley PACE Executive Director, Director of Finance, and Chief Financial Officer.
  • Only acts within scope of practice.
  • Perform other duties as assigned or requested, including special projects.

Min. Qualifications         

  • Proficiency in operating a personal computer.
  • Experience utilizing software such as; MS Office Suite, Accounting & Payroll systems, and database management software.
  • Advanced Excel skills, particularly related to working with pivot tables and advanced formulas.
  • Quick learner, who can work independently and manage time efficiently.
  • Able to research and understand government rules and regulations.
  • Must be approachable, show respect for others and be able to present data with effective communication and presentation skills in a concise manner, while explaining concepts.
  • Detail oriented, precise and well organized.
  • Work well in a team environment.
  • Able to meet short deadline projects with quality work.
  • Meet a standardized set of orientation and/or individual competencies for the specific position description established by Central Valley PACE and approved by CMS before working independently.

Physical Demands

  • Must be able to lift up to 20 pounds occasionally and push up to 50 pounds (on wheels) on rare occasions.
  • Must be able to hear staff on the phone and those who are served in-person, and speak clearly in order to communicate information to clients and staff.
  • Must have vision with or without lenses that is adequate to read memos, a computer screen, personnel forms and clinical and administrative documents.
  • Must have high manual dexterity.
  • Must be able to reach above the shoulder level to work, must be able to bend, squat and sit, stand, stoop, crouching, reaching, kneeling, twisting/turning, fingering and feeling.

Education/Experience Requirements     

  • High school diploma or equivalent.
  • Bachelor’s Degree in Business or Health Plan Management Information Systems.
  • Minimum two (2) years’ experience as a Financial Analyst.
  • Familiarity with CMS/HPMS information technology within CMS and/or HPMS is preferred.
