Job Description

The Compliance Specialist - EEO/DBE position is responsible for performing a wide variety of diverse and confidential duties in support of the EEO/DBE office. This position will be an integral part in administering the Equal Employment Opportunities (EEO), Disadvantaged Business Enterprise Program (DBE), and Title VI program responsibilities of the office.

Essential Duties and Responsibilities:

  • Reviews and monitors Federal Transit Administration (FTA) assisted contracts and subcontractor utilization reports to track contract performance and identify potential problems with meeting DBE commitments.
  • Reviews and monitors subcontractor utilization reports to track contract performance and identify potential problems with meeting MWBE commitments.
  • Review bid specifications to understand and establish DBE/MWBE project goals.
  • Monitors and reports goals achieved for DBE/MWBE participation, and contract payments to DBEs/MWBEs.
  • Compiles semi-annual DBE, Quarterly EEO and other related reports.
  • Gathers, compiles, analyzes, and interprets data necessary for external (government) and internal EEO compliance, reporting, and monitoring.
  • Provides outreach and guidance on contracting opportunities to DBEs. Leads effort for increased contractual opportunities for DBEs/MWBE, minorities, women and small businesses.
  • Works directly and cultivate relationships with community sources for minority and women employment and on-the-job training referrals.
  • Meets with project field personnel on a regular basis to discuss DBE/MWBE policy and ensure policy is understood and followed by all project personnel.
  • Complete Commercially Useful Function (CUF) reviews both on the jobsite and with sub consultants.
  • Performs audits and investigations of complaints in relation to compliance issues.
  • Monitors, reports and analyzes the administration of the DBE, Title VI, and EEO programs, and federal requirements.
  • Provides training on EEO, DBE, and Title VI programs, policies, and procedures. Proposes strategies needed to achieve program goals.
  • Other duties as assigned.

Minimum Qualifications and Requirements:

  • Bachelor's Degree in a related field from an accredited college or university, or equivalent studies.
  • Two years of directly related experience to include responsibility for applying rules and regulations and developing policies or procedures.
  • Prior experience administering MBE, EEO, DBE and other relevant socioeconomic business programs.
  • Prior experience monitoring and assessing contract compliance in the construction, maintenance, architectural and engineering service areas to support MBE/DBE goals a plus.
  • Ability to adapt interpersonal skills to effectively communicate with all levels of supervisory and non-supervisory employees, the Board of Trustees, the general public, government officials, and others.
  • Demonstrated knowledge of civil rights and affirmative action issues, business development programs, labor laws, as well as other commonly used concepts, practices, and procedures of federal, state, and local laws pertaining to DBE, EEO, and Title VI programs.
  • Ability to exercise independent judgement and discretion in establishing, applying and interpreting, policies, procedures, rules, and/or regulations.
  • Ability to work independently and in team environment.
  • Knowledge of NC General Statutes and guidelines for federal, state and local funding and related regulations regarding minority participation in contract awards.
  • Knowledge and understanding of RFP's, RFQ's (Requests for Proposals, Quotes), contracts, agreements, payment terms for goods, services, construction and/or consulting as these relate to DBE/MWBE programs.
  • Proficiency in the use of Excel and Microsoft Office packages.

An equivalent combination of related education and experience may be substituted for the above stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

Working Conditions: Works in an environment where there is minimum exposure to dust, noise, or temperature. Work is normally performed in a typical interior office work environment.
