Job Description:

GST is looking for several EDAMI Senior T&E Analysts for the, Independent Test Agent (ITA) program for the Department of Homeland Security (DHS), specifically for Federal Emergency Management Agency (FEMA).

EDAMI, an Agile IT modernization program, requires GST to provide comprehensive and independent test and evaluation (IT&E) support, to include planning, execution, and reporting support to assess FEMADex’s operational effectiveness, suitability, interoperability, and cybersecurity. The Senior EDAMI T&E analysts will support the EDAMI’s FEMADex system. It is expected the T&E activities will include full ITA services in accordance with DHS acquisition directives to include, but not limited to:

· Operational requirements and T&E Strategy Review follow-on actions

· FEMADex testability and measure ability recommendations

· Test planning and execution, to include FEMADex user testing activities

· Cybersecurity and cyber resilience T&E subject matter expertise (SME) input, as necessary for program Acquisition Decision Events (ADEs)

· Acquisition Lifecycle Framework (ALF) and Systems Engineering Life Cycle (SELC) documentation development and maintenance, as necessary

The ITA program’s mission is to provide standardized Testing and Evaluation (T&E) services that support DHS major acquisition programs and improve acquisition program outcomes.

Responsibilities:

EDAMI Senior T&E Analysts will:

· Provides insight and advice concerning strategic direction and applicability of current, government and or industry standards, best practices, and or innovative solutions based on in-depth understanding of the latest developments relevant to test and evaluation arena.

· Responsible for planning, executing, and assessing complex efforts along with providing high level vision to program/manager and or leadership while managing and or influencing objectives of complex efforts.

· Development, Coordination, and Approval of T&E Master Plans (TEMPs).

· Software Testing, Integration, Validation and Verification.

· Design of Experiments (DOE) and Statistical Analyses.

· Development and Conduct of T&E Training.

· Provides guidance on the functional procedures/processes/policies reflecting detailed knowledge of functional areas which can include the following:

- T&E in support of Information Technology (IT) and or Agile Software Development

- Business Architecture & Design

- Business Process Reengineering

- Data Management, Governance, and Policy

- Strategic Planning and Implementation

- Change Management

- Data Analytics

- Business Metrics and Performance

- Agile Transformation Management

· Lead in-depth research and analysis in support of complex efforts.

· A minimum of 15 years of relevant experience.

· A Master’s degree in the arts or sciences. Long-term related experience (20 years); may reduce the amount of education required.

· Have completed the current DHS (or DOD equivalent) training requirements for T&E Level I through II listed below.
