Job Description:


GST is looking for an Enterprise Data and Analytics Modernization Initiative (EDAMI) T&E Program Manager for the, Independent Test Agent (ITA) program for the Department of Homeland Security (DHS), specifically for Federal Emergency Management Agency (FEMA).

EDAMI, an Agile IT modernization program, requires GST to provide comprehensive and independent test and evaluation (IT&E) support, to include planning, execution, and reporting support to assess FEMADex’s operational effectiveness, suitability, interoperability, and cybersecurity. The Program Manager will serve as the Independent Test Agent (ITA) for EDAMI’s FEMADex system. It is expected the T&E activities will include full ITA services in accordance with DHS acquisition directives to include, but not limited to:

· Operational requirements and T&E Strategy Review follow-on actions

· FEMADex testability and measure ability recommendations

· Test planning and execution, to include FEMADex user testing activities

· Cybersecurity and cyber resilience T&E subject matter expertise (SME) input, as necessary for program Acquisition Decision Events (ADEs)

· Acquisition Lifecycle Framework (ALF) and Systems Engineering Life Cycle (SELC) documentation development and maintenance, as necessary

The ITA program’s mission is to provide standardized Testing and Evaluation (T&E) services that support DHS major acquisition programs and improve acquisition program outcomes.

Responsibilities:

The EDAMI T&E Program Manager shall:

· Support the Full Spectrum Development and Operational T&E Strategy Development, Support, Execution and Documentation.

· Provide Identification, Development, and Validation of Standardized T&E Methods.

· Support the technical requirements to conduct early operational assessments, developmental testing, operational testing, support of government developmental testing (Early Operational Assessment [ EOAs], Operational Assessment [OAs], Operational Test and Evaluation [OT&Es], Follow-on Operational Test and Evaluation [FOT&E] Operational Assessment [OA] and other T& E methodologies.

· Provide day-to-day assignment of contractor personnel both onsite and offsite.

· Manage and coordinate their workload and due dates, meeting contract and program requirements, and their interface with government contract and program personnel and provide Oversight of Third-Party T&E Activities for Data Quality.

· Interact regularly with government personnel to ensure quality performance on the contract.

· Report on the technical progress of project and task related activities weekly or as directed to the government representative either in-person or remote.

· Lead periodic Program Management Reviews (PMR) with the government to ensure quality performance and progression to meeting contract goals.

· Monitor and manage the contract for cost, schedule and scope and provide written

· Monthly Contract Status Reports.

· Provide leadership to bring innovation and GST corporate capability to the customer to accomplish their mission. Become knowledgeable and fluent on discussing GST capabilities.



Requirements

Minimum Requirements:

· A minimum of 15 years of relevant experience.

· A Master’s degree in the arts or sciences. Long-term related experience may reduce the amount of education required.

· Must have experience participating in Federal T&E programs. Preference will be given to candidates with DHS program experience.

· The Program Manager must have experience leading and or managing Government T&E programs of at least $10 million. Preference will be given to candidates with DHS program experience and Test and Evaluation best practices.

· At least 10 years of experience managing Federal contracts of at least $10 M per year. Minimum 5 years working in the T& E environment in 2 or more of the domains listed above.

· Have completed the current DHS (or DOD equivalent) training requirements for T&E Level I through II listed below.
