Job Description

GST is looking for Project Managers for the Independent Test Agent (ITA) program for the Department of Homeland Security (DHS). The ITA program’s mission is to provide standardized Testing and Evaluation (T&E) services that support DHS major acquisition programs and improve acquisition program outcomes.

The DHS domains supported include: T&E in support of Information Technology (IT) and or Agile Software Development, Cyber Resilience T&E, Technology Systems (e.g., cameras; radar; command, control, and communication systems; data integration; motion sensors; etc.), Watercraft (e.g., U.S. Coast Guard Cutters and small coastal craft, Aviation (Helicopters and fixed wing aircraft), Unmanned Aerial Systems (UAS), Counter UAS systems, Vehicles, and Detection systems (e.g., Chemical, Biological, Radiological, and Nuclear, Explosives and others). 

The Project Manager will:
  • Support the comprehensive and standardized testing and evaluation of DHS material and equipment in the nine domains listed above at various T&E locations throughout the US.
  • Support the technical requirements to conduct early operational assessments, developmental testing, operational testing, support of government developmental testing (Early Operational Assessment [EOAs], Operational Assessment [OAs], Operational Test and Evaluation [OT&Es], Follow-on Operational Test and Evaluation [FOT&E] Operational Assessment [OA] and other T&E methodologies.
  • Provide day-to-day assignment of contractor personnel both onsite and offsite.
  • Manage and coordinate their workload and due dates, meeting contract and program requirements, and their interface with government contract and program personnel.
  • Interact regularly with government personnel to ensure quality performance on the contract.
  • Report on the technical progress of project and task related activities weekly or as directed to the government representative either in-person or remote.
  • Lead periodic Program Management Reviews (PMR) with the government to ensure quality performance and progression to meeting contract goals.
  • Monitor and manage the task order for cost, schedule and scope.
  • Work with all Technical Managers to ensure that T&E activities proceed on schedule and are fully equipped and staffed.

*This position is contingent upon contract award.


Requirements
  • A current SECRET clearance (with ability to get Top Secret if required)
  • Bachelor's Degree required, a Master’s degree preferred.
  • Experience leading and or managing Government T&E programs of at least $50 million. Preference will be given to candidates with DHS program experience and Test and Evaluation best practices.
  • At least 10 years of experience managing Federal contracts of at least $25 million per year. Minimum 5 years working in the T&E environment in two or more of the domains listed.
  • Have completed the current DHS T&E Certification Level II (or DOD equivalent).

GST also supports the Department of Homeland Security’s (DHS) Transportation Security Laboratory (TSL) at the W.J. Hughes Technical Center, Atlantic City, NJ. Technical support ranges from lab management to research and development (R&D) on the detectable properties of explosives and other dangerous materials, new technology for explosive detection in passenger and cargo screening, testing and certification of explosive detection equipment.
