Global Science & Technology, Inc. (GST), a fast-growing high technology firm is seeking a Program Analyst to provide support acquisition and financial support to NOAA's NESDIS BOS program. Position is in Silver Spring, MD.


Position Summary:


Facilities Management support; providing assistance with selection, implementation, and monitoring of efficient acquisition strategies. Assist with creation, development, and deployment of tracking systems that improve financial and project management. Develop customized project acquisition plans outlining documentation required for each complete submission acquisition package. Provide as-needed research and analysis support in accordance with financial policy, appropriations law, project management "best practices", etc.


Primary Duties:


+ Assist with selection, implementation and monitoring of efficient acquisition strategies


+ Assist with creation, development and deployment of tracking systems that improve FMB financial management and project management effectiveness; Assist with accurate creation and submission of complete acquisition packages via the NOAA C-Request system


+ Assist FMB Contracting Officer Representatives (CORs) with accurate completion of a wide variety of acquisition support documents, including: Performance Work Statements; Quality Assurance Surveillance Plans; Independent Government Cost Estimates; 508 Compliance Forms; IT Checklists; Market Research Forms; Justifications For Other Than Full and Open Competition (JOFOCs); Evaluation Criteria; Determination and Findings, OCIO IRMAC forms, Milestone Plans, 347 Invoice Payment Forms, etc.


+ Develop customized project acquisition plans outlining documentation required for each submission of a complete acquisition package, utilizing existing smartsheet planning tools


+ Update FMB project and acquisition smartsheet tracking systems timely to accurately reflect the most current state of project completion and latest costs


+ Provide as-needed research and analysis support to the FMB Chief in federal financial policy, appropriations law, project management best practices, GSA space management, etc.;


+ Assist DCAO Program Analyst Funds Certification Official (FCO) with accurate and timely update of tracking systems for budget execution activities; responses to CFO data calls; budget planning; financial research and reporting; financial policy development/compliance; and spend plan development/execution.


Required Education/Experience/Skills:


+ Bachelor's degree in Finance, Accounting, Budget, Acquisition or related fields and a minimum of 8 years of professional experience or equivalent.


Physical Qualification(s) Required:


+ Ability to use a computer.


Mental Qualification(s) Required:


+ Detail-oriented multitasker, skilled communicator, leader.


U.S. citizenship is required.
