### Summary

**What General Information Do I Need To Know About This
Position?**

### Responsibilities

**As an Interdisciplinary Biologist/Physical Scientist within the
Laboratory and Analytical Sciences Division, some of your specific
duties will include:**

- Serves as a senior staff member to the Director and Deputy
Director within the Water Mission Area (WMA). Performs a wide
range of assignments to extend the effectiveness of the quality
assurance (QA) of WMA and Water Science Center laboratories by
enforcing Bureau-level Quality-Management Systems (QMS)
policies, processes, expectations and metrics specific to the
needs of WMA.
- Serves as a technical advisor and expert on the Bureau QMS
Workgroup and QMS Manager's Team to deliver the WMA perspective
and write and implement Bureau-level QMS policies and
activities. Participates in WMA conferences, committees, and
advisory groups in matters related to quality assurance and
other laboratory issues.
- On behalf of the WMA Associate Director (AD), coordinates with
WMA and Regional staff on a wide range of complex QMS
activities, issues, commitments, and other matters that need
senior management attention. Plays a lead role in policy
development for the WMA and provides technical
assistance/feedback to other Mission Areas and/or Science
Centers.
- Serves as liaison in dealing with other agencies, partners, and
stakeholders to identify and articulate key lab issues for
discussion and resolution.
- Coordination and leadership for implementation of USGS QMS for
all WMA and Water Science Center laboratories, as defined in
Bureau policy. Evaluates quality performance to ensure that
work products achieve technical excellence. Provides technical
assistance and feedback on Bureau and WMA policies to other
Mission Areas and USGS Water Science Centers.
- Conducts and leads annual laboratory QA reviews of WMA and Water
Science Center laboratories and reports findings to the AD and
the Bureau QMS Coordinator. Advises Center Directors and
Laboratory Managers whenever significant deviations from the QMS
have occurred and that have not been resolved within agreed upon
timeframes. Keeps the Bureau QMS Coordinator informed of
significant laboratory audit findings. Ensures corrective
actions are implemented and successful. Collects and performs
programmatic trends analyses on Mission Area laboratory
quality-control data.
- Work with the WMA National Water-Information System (NWIS) Team
to improve quality and traceability of WMA laboratory data.

- Because this position requires travel for official business, the

### Qualifications

**GS-0401:**

**BASIC** **EDUCATION** **REQUIREMENT**: Applicants must meet one of
the following to satisfy the basic education requirement for
Biologist, all grade levels.

1. Degree in biological sciences, agriculture, natural resource
management, chemistry, or related disciplines appropriate to the
position.

\*OR\*

1. Combination of education and experience--courses equivalent to a
major, as shown in A above (24 semester hours or the equivalent
in biological sciences, agriculture, natural resource
management, chemistry, or related disciplines appropriate to the
position), plus appropriate experience and/or additional
education for a total of 4 years. The education or combined
education and experience must be comparable in type, scope and
thoroughness to that acquired through successful completion of a
4-year course of study as described in "A"

**GS-1301:**

**BASIC** **EDUCATION** **REQUIREMENT**: Applicants must meet one of
the following to satisfy the basic education requirement for
Physical Scientist, all grade levels.

1. Successful completion of a full 4-year course of study in an
accredited college or university leading to a bachelor's or
higher degree in physical science, engineering, or mathematics
that included 24 semester hours or the equivalent in physical
science and/or related engineering science such as mechanics,
dynamics, properties of materials, and electronics.

1. A combination of education and experience--education equivalent
to one of the majors shown in "A" above (24 semester hours or
the equivalent in physical science, engineering, or mathematics)
that included at least 24 semester hours or the equivalent in
physical science and/or related engineering science as described
above, plus appropriate experience and/or additional education
for a total of 4 years. The education or combined education and
experience must be comparable in type, scope and thoroughness to
that acquired through successful completion of a 4-year course

GS-13:

In addition to the basic education requirement as stated above,
applicants must meet the following to qualify for the GS-13 level:

One year of appropriate professional experience that is in or
directly related to the duties of the position to be filled is
qualifying if it is equivalent to at least the GS-12 level in the
Federal service, and if it equipped the applicant with the
knowledge, skills and abilities to perform successfully the duties
of the position.

In addition to the basic education requirement as stated above,
applicants must meet the following to qualify for the GS-14 level:

One year of appropriate professional experience that is in or
directly related to the duties of the position to be filled is
