Job Description: Job Title: Project Manager (Remote) Location: Remote (Denver, CO) Rate: $70/hr. on C2C Duration: 8 Months Job Type: Corp-Corp / 1099 / Contract W2 Job Description: The Colorado Department of Education (CDE) has received federal ESSER funding as part of COVID relief. This funding will be used to purchase and implement three major Enterprise-wide applications. For two of these applications, a Customer Relationship Management (CRM) application (Salesforce) and an Enterprise-Wide Grant Management application (to be selected), CDE will be engaging full time, temporary, contract project manager to manage these projects. STATEMENT OF WORK General Requirements Summary Please submit only those candidates that have been proven to be excellent project managers which meet the following minimum requirements: A minimum of 5 years as primary project manager on enterprise-level projects. Experience and success in implementing multi-year, multi-million dollar, large custom or customizable applications. Experience in managing or working on grant funded projects 3+ years of experience in user testing, quality assurance 2+ years of experience in business analysis and process engineering/re-engineering In-depth knowledge in generating process documentation Excellent written and verbal communication skills including technical writing skills Ability to form strong relationships with all stakeholders to facilitate transparent and frequent communication Ability to create cohesive supportive project teams Strong collaboration skills Detailed analytical and problem-solving abilities Experienced in quality assurance testing Experienced in systems analysis and process engineering/re-engineering Ability to build presentations and to present Ability to co-exist in a standard office environment The ability to pass a background check Preferred: Experience in analyzing data to draw business-relevant conclusions and in data visualization techniques and tools Preferred: Experience working within the education sector Preferred: Salesforce experience General Requirements The Department's Contract Project Manager for this project is the Executive Director of ESSER Technology Projects. The Contractor shall report to the Executive Director of ESSER Technology Projects and shall work closely and collaboratively with the Department's Project Management Office Supervisor to discuss suggestions or issues as they occur and incorporate suggestions or guidance from the Department while performing the work described within this Statement of Work and the purchase order. The Contractor shall work at the Colorado Department of Education's main office located at 201 E. Colfax Ave, Denver, CO 80203. NOTE: This requirement has been suspended during the COVID-19 Crisis. A discussion and decision on work location, will occur at the time of engagement and will be dependent on the situation at the time of engagement. Applicants should assume the primary location for work will be the CDE's main office. CDE will provide Contractor with office space, phone, and internet access at CDE's Colfax office subject to all applicable health and safety guidelines and requirements. Contractor shall provide its own computer hardware and software necessary to perform the Work at CDE's facilities. Alternatively, the Contractor may perform the Work remotely at its own facilities. CDE will provide Contractor with virtual access to the data and systems necessary for completion of the Work. The Contractor shall coordinate and prioritize all work to ensure that all deliverables and deadlines are met. The Contractor shall employ an internal quality control process to ensure that all deliverables are complete, accurate, easy to understand, and of high quality. The Contractor shall provide deliverables that, at a minimum, are responsive to the specific requirements, organized into a logical order, contain no spelling or grammatical errors, formatted uniformly, and contain accurate information and correct calculations. Contractor shall submit each Deliverable to the Executive Director of ESSER Technology Projects for review and approval. The Contractor shall retain all work papers generated for reference through the duration of the project and project acceptance. The Contractor shall participate in the review and revision process, until the Department provides written acceptance of the deliverable. The Contractor shall provide copies of any supporting documentation to the Department upon request of the Department and without charge. The Contractor shall respond to all telephone calls, voice mails and e-mail inquiries from the Department within one (1) business day. The Contractor shall enable all Contractor staff to exchange documents and electronic files with the Department staff in formats compatible with the Department's systems. The Department currently uses Microsoft Office 365 for PC. Contractor shall perform all work in accordance with all applicable federal and state statutes, regulations, and rules, as now and hereafter amended. Contractor may be privy to internal Department policy discussions, contractual issues, financial information, or other confidential Department information. Contractor shall also treat any such information as confidential. All Work shall meet Department-approved format and content requirements. The Contractor shall have and maintain all hardware, software, and interfaces necessary to access the Department's systems without requiring any modification to the Department's systems. Contractor shall follow all Department policies, processes, and procedures necessary to gain access to the Department's systems. PROJECT REQUIREMENTS Duties may include some or all the following: Provide traditional project management support for project(s) as needed. This includes support through the entire life cycle of the project. Including processes and artifacts as needed by the project. Act as liaison between the IMS technical team and business unit subject matter experts, bridging the gap between technology and business language. Provide program management services for ESSER funded projects. Participate or coordinate, as requested, in efforts to connect data from multiple data sources from multiple CDE systems as required. All required data storage, integration and reporting must conform to processes under the data privacy and data governance constraints established by CDE and State and Federal laws. Meet with users, business sponsors, and executive management to understand and document requirements. Develop comprehensive business and technical requirements suitable for the audience (technical/business). Set scope and manage the requirements. Create test plans and user acceptance documents that map to defined requirements. Minimize exposure to risk on projects and alert the Executive Director of ESSER Technology Projects to those risks. When directed by the Executive Director of ESSER Technology Projects, Contractor shall work closely with the CDE Communications Division on any external correspondence. Contractor shall not engage in any communication related to the work with any individual or entity outside the ESSER Team without the prior consent of the Executive Director of ESSER Technology Projects. Submit monthly detailed status reports to the project teams and to the Executive Director of ESSER Technology Projects. Schedule and facilitate project team meetings. Evaluate and determine based on the size and complexity of a project which artifacts need to be created. Including but not limited to: Project Charter Communication Plan (frequency and need for meetings, status reports, etc.) Roles and Responsibilities Risk/Mitigation Plan Project Schedule Create and manage risk, decision, and action logs Monitor Project Cost Project Status Project Lessons Learned Project templates System, Application and User testing Create Use cases User acceptance testing Process mapping and re-engineering Document updated expectations on a Deliverable Expectation Document (DED) that is used as the basis for quality reviews and acceptance criteria for the deliverable. Contractor shall coordinate and prioritize all deliverables to ensure that all deadlines are met. Conduct multiple independent internal team reviews, as needed, before a deliverable is provided to the CDE. Use an iterative process for all deliverables starting by documenting the expectations surrounding each deliverable as described by contractual documents. Discuss with key deliverable stakeholders to determine mutual expectations for the deliverable. Validate requirements that were agreed to during the contracting process. The Contractor shall submit each deliverable to the Department for review and approval. Contractor shall participate in the deliverable review and revision process until the Department provides written acceptance of each deliverable.
