Job Description

GAMA-1 Technologies is actively seeking a remote Technical Deputy Program Manager. This dynamic and crucial role will not only manage Federal Government performance based contracts and task orders for information technology support services, but will also be deeply involved in business development in the government contracting space.

The individual in this hybrid role will serve as a trusted partner for Government Senior leaders, guiding the execution of IT Support Service Delivery contracts while simultaneously identifying and exploring new business opportunities within NOAA, NASA, DOD and similar government sectors. The ideal candidate will have solid technical background in DevOps, Cloud, or solutions architecture, and experience developing comprehensive, technically focused proposals.

As a key Technical Program Manager within the company, candidates play a strategic role in our  Digital Transformation and Data Management Center of Excellence (DT-DM CoE) in-house and customer-facing strategy, business development, and solutions working sessions. These working sessions are designed to drive digital, data-enabled IT and business transformation for our customers. The candidate will act as a Cross-functional and cross-organizational member of the DT-DM CoE group, which includes decision-makers and doers setting digital data transformation policy, guiding provider selection, and assisting with solution architecture and workload placement, with an eye on improving outcomes and managing risks. As well as working closely with business development to develop Software Development solutions for proposals and work assignments.

Responsibilities:

  • Customer Relationship Management, including maintaining and expanding existing relationships, and forging new ones in the government sector.
  • Overseeing all aspects of program management, including program plan development, resource allocation, budgeting, status reporting, and delivery against the Government/Contractor Performance Work Statement (PWS).
  • Supporting internal and customer management & technical reviews, contributing technical expertise to the development of proposal responses and review of proposal content.
  • Managing timelines, staff, and other resources to ensure delivery meets all documented points within the PWS.
  • Identifying and solving project issues efficiently and effectively.
  • Managing complex IT projects/programs from design and development to production.
  • Identify and evaluate potential IT business opportunities in the market. Conduct research, market analysis, and competitive intelligence to assess the feasibility and strategic fit of pursuing specific IT contracts or projects.
  • Develop a comprehensive capture strategy for each identified opportunity. Define win themes, value propositions, pricing strategies, teaming approaches, and resource requirements. Align the capture strategy with the organization's overall business objectives and customer needs.
  • Work with GAMA-1’s proposal team to develop winning proposals by collaborating with cross-functional teams, including technical experts, business development, and proposal writers. 

Qualifications:

  • BS or higher in a Computer Science, Engineering, or related field.
  • 5+ years’ experience leading/managing large complex enterprise systems. 
  • Strong knowledge and experience in software development, security practices, and IT operations. Familiarity with programming languages, CI/CD pipelines, infrastructure management, cloud platforms, containerization, and security frameworks.
  • In-depth understanding of DevSecOps principles, methodologies, and best practices. Knowledge of agile development methodologies and experience with implementing DevOps or DevSecOps in real-world scenarios.
  • Strong problem-solving and analytical skills to identify and address complex challenges in software development, security, and operations. Ability to analyze data, metrics, and trends to drive decision-making and process improvements.
  • Ability to lead and guide teams in adopting and implementing DevSecOps practices. Mentor and train team members on best practices, technologies, and methodologies.
  • Proven ability to prepare and present complex technical and management presentations to customers. Strong interpersonal, problem-solving, and issue resolution skills are a must.
  • In-depth knowledge and understanding of the IT industry, including emerging trends, technologies, and market dynamics. Familiarity with IT solutions, services, and products.
  • Proven experience in managing capture activities for IT-related contracts or projects. Experience in the government, commercial, or enterprise sectors is advantageous.
  • Strong business and financial acumen, including the ability to analyze financial data, develop pricing strategies, and assess profitability. Familiarity with government procurement processes, such as Federal Acquisition Regulations (FAR) or similar regulations in different regions.
  • Proficiency in proposal development and management. Familiarity with proposal best practices, compliance requirements, and the ability to oversee the development of high-quality and winning proposals.
  • Excellent interpersonal and communication skills to build and maintain relationships with customers, partners, and internal stakeholders. Ability to influence and negotiate effectively.
  • PMI Certification: PMP – Project Management Professional or equivalent.
  • SAFe, CSM, and/or Cloud certifications a plus
  • Must be able to pass a US Government Background Investigation.
  • Excellent written, verbal, and analytical skills.
