IT Configuration Management Specialist

GAMA-1 Technologies, LLC seeks a highly experienced IT Configuration Management Specialist to support GAMA-1's growing Cloud Services practice. In particular, the successful candidate will help drive GAMA-1's efforts to support the National Oceanic and Atmospheric Administration's (NOAA) Cloud and National Environmental Satellite, Data, and Information Service (NESDIS) initiatives. These strategic cloud initiatives intend to increase the bureau's IT efficiency, improve IT delivery, and reduce costs. The candidate must have extensive experience analyzing IT product design changes to determine the effect on the end product design and function and determines and prepares the documentation necessary for change. Strong experience in the areas of Agile SAFe/DevOps change control processes, change control management, and DevOps culture change management within provisioning enterprise-level Cloud services, including Infrastructure as a Service (IaaS), Platform as a Service (PaaS), and Software as a Service (SaaS).

The IT Configuration Management Specialist will support NESDIS satellite ground systems infrastructure and the common services they provide to our global stakeholder community. These systems and services are deemed mission-critical technologies that receive, process, disseminate, store, and archive petabytes of environmental data and information collected from space daily in support of environmental science and the global stakeholder community. The candidate will be responsible for administering the change control process to enhance existing and developing capabilities within the AWS NESDIS Common Cloud Framework (NCCF) to provide the future state of the NESDIS Ground Enterprise (NGE) with common services. This technical customer-facing role will be accountable for the end-to-end customer experience.

+ Analyzes changes in IT product design to determine the effect on the end product design and function

+ Determines and prepares documentation necessary for change

+ Coordinates with customers and product owners to define a process for change reporting

+ Reviews released engineering change data and changes documenting activities to ensure adherence to configuration management procedures and policies

+ Administers the change control process for software development

+ Responsible for configuration management of requirements, code, and software configurations

+ Evaluates and manage the configuration management tools and standards

+ Develop and maintain, as needed, CM processes, plans, policies, Standard Operating Procedures (SOPs), work instructions, and other documents.

+ Support and advise end users on approved CM policies and procedures

+ Provide CM guidance/support to the team and program manager throughout the project life cycle

Required Skills/Abilities:

The successful candidate must be self-driven and possess the analytical skills to resolve challenging technical issues, often through collaboration with other technical subject matter experts. The candidate will serve as a technical resource to the team regarding the configuration management process. The candidate must demonstrate the ability to think strategically about the customer's business needs and requirements, propose and develop configuration control solutions, and solve technical challenges.

+ Knowledge of hardware and software configuration management concepts, goals, benefits, and standard strategies to achieve those goals

+ Experience with configuration and baseline identification, change control, configuration status accounting, and configuration audits

+ Experience developing and maintaining software configuration management tools to support configuration identification, control, reporting, and delivery of internally and externally developed software products

+ Experience developing software configuration standards for organizational use

+ Experience with software version control administration.

+ Experience with SCM concepts and methodologies.

+ In-depth knowledge of branching, merging, and baselining strategies in Git.

+ Experience designing and implementing build and deployment procedures to support product development and use

+ Experience building software written in C/C++ or Fortran, preferably in a Linux environment.

+ Experience with continuous integration and continuous delivery (CI/CD) practices

+ Strong scripting language skills are required. Java, PHP, PowerShell, Bash, Perl, Ruby, or Python preferred.

+ Extensive experience with SCM tools such as Git, GitLab, ClearCase, etc.

+ Experience with Jenkins and automated build processes.

+ Experience documenting and providing training on processes, work instructions, etc.

+ In-depth understanding of cloud computing technologies, IT business drivers, and emerging computing trends and technologies.

+ Experience and understanding of large-scale infrastructure deployments in enterprise-wide environments required

+ Proven track record of building deep technical relationships with senior IT executives and growing data services in mission-critical/significant or highly strategic accounts

+ Experience with Amazon Web Services, code-defined Infrastructure, configuration management tools, and CI/CD

+ Experience in large-scale enterprise IT environments

+ Experience in a consultative, client-facing consulting role

+ Knowledge of Cloud development patterns and strategies (including IaaS, PaaS, Security, Compute, Storage, and networking)

+ Functional knowledge of Infrastructure as Code - Automation using Ansible, Chef, Puppet Powershell, Terraform, etc.

+ Excellent written, verbal, and analytical skills

+ Ability to obtain a Public Trust Clearance

+ United States Citizen

Education and Experience:

+ BS/BA in Computer Science or related discipline

+ 6+ years of experience large scale IT Enterprise Configuration Management and Change Control Process Experience
