REPORTS TO: Manager, Windows Systems Administration

The Windows Administrator is accountable for the installation, maintenance, security, configuration, and troubleshooting of Windows and VMware-based hardware and software for the Office of Finance’s (OF) IT Infrastructure and Operations environment.

This infrastructure exists over 4 locations incorporating, Office Headquarters (Reston, VA), Primary Data Center Co-Location (Sterling, VA), Disaster Recovery Data Center Co-Location (Chicago, IL), and Disaster Recovery office (Chantilly, VA). It consists of Windows domain controllers, VMware vSphere clusters, file and print servers, Microsoft 365 and Teams service in Azure, Microsoft SQL servers, (85+) other Windows servers hosting various COTS (Commercial Off the Shelf) applications, (300+) VDI workstations and laptops, network printers, remote access capability, EMC Avamar backup, and EMC SAN storage.

This position serves a crucial role in support of the OF’s mission critical areas of debt issuance, debt servicing, and combined financial reporting, which depend on the accuracy and the availability of the IT infrastructure for the successful operation of the OF.

The Windows Administrator is responsible for planning and maintaining secure, effective and efficient IT systems. The incumbent's primary focus is on the installation and maintenance of the OF's Windows and VMware systems and supporting physical and virtual infrastructure. The incumbent maintains the OF's systems by installing system software, updating new releases, and tuning the ITIO environment as required. This includes COTS software related to maintaining the ITIO environment, such as System Center Endpoint Manager, various monitoring software, and related tools and utilities.

The incumbent is responsible for Tier II/III level support for desktop and laptop issues, server related issues, incident, change, and problem management in line with ITIL concepts, patch management, server configuration and maintenance, disaster recovery upgrades, and all related documentation. The incumbent will also provide support to other teams in the organization as an ITIO technical resource.

The incumbent is responsible for working under the OF's procedures for change control. The incumbent is also responsible for the implementation and compliance of recommendations by internal and external audit as it relates to the above outlined systems.

The incumbent researches and evaluates hardware and software products that will best meet the needs of the OF. In addition, the incumbent should keep abreast of software revisions for installed applications and recommend upgrades as necessary.

The incumbent develops and maintains accurate and up-to-date user and system documentation regarding all IT Infrastructure and Operations issues. This documentation includes but is not limited to operational procedures, server and cluster diagrams, server hardware inventory, COTS inventory, and preferred vendor contacts.

The incumbent serves as the backup to the Technical Administrators in Helpdesk support and customer service.

Effective administration of the Microsoft and VMware environment with a primary focus on Windows system administration in order to ensure that system resources are available to all authorized users within the OF and at the Federal Home Loan Banks.
Maintain and troubleshoot applications running on Windows servers.
Maintain all OF Windows servers and replace as required.
VMware Virtual Server and Desktop Administration.
SAN Administration – provision and deprovision LUNs, perform maintenance and updates with vendor support.
Familiarize and show competency with execution of Disaster Recovery Procedures.
Perform detailed patch review analysis and documentation and evaluation.
Brainstorm and implement automation and Powershell solutions.
Effectively support and train users and team members, addressing and resolving all problems or needs in a timely and cordial manner.
Timely implementation and support of application and Windows-related system software upgrades to ensure a compatible and effective system.
Backup administration of the backup and recovery procedures for the systems.
Install, maintain, and troubleshoot remote communications.
Maintain the Windows server software and hardware inventory.
Develop and maintain up-to-date technical and user documentation.
Keep abreast of the latest technical trends.

Assist with all other duties as assigned.
3-5 years of administration experience in an enterprise environment with Windows-based desktops and servers, Microsoft 365, Active Directory, and Group Policy.
Minimum of two (2) years of experience with server and desktop virtualization, specifically VMware.
The candidate should have prior administration experience with some or all of the following Microsoft enterprise-level products: Microsoft Azure, Sharepoint, SQL, System Center, WSUS, 365, Powershell.
Familiarity or experience in automation and containerization using Ansible or similar technology.
B.S. in Computer Science or related field preferred.
Related Microsoft certification is preferred.
VMware Certified Professional preferred.
Ability to initiate and complete assignments accurately and on time, with minimal supervision.
Ability to communicate well, both orally and in writing.
Must be organized and detail oriented.
Ability to listen and integrate ideas from diverse groups of individuals, build and maintain respectful relationships, collaborate with others, and resolve conflicts constructively.
Proof of eligibility to work in the United States.
