### Summary

This position is located in the Division of Risk Management
Supervision, Strategic Planning & Resource Management of the Federal
Deposit Insurance Corporation and provides support in a full range
of administrative operations.

### Responsibilities

Serves as the principal assistant and technical advisor to senior
management regarding the full range of administrative operations,
plans, procedures, methods, and techniques which primarily affect
the Division's human resource management and related programs.

Formulates policies relating to RMS operational administration.
Responsible for advising the Associate Director, Strategic Planning,
Budget, and Reporting Branch of existence, nature and possible
ramifications of proposed policies or courses of action. As
directed, proposes alternative course of actions.

Coordinates or directs technical matters concerning RMS
administration across functional and jurisdictional lines keeping
senior management officials apprised of complex implications of
proposed policy changes as well as controversial aspects of cases
which could cause notoriety or publicity unfavorable to the

Exercises supervisory personnel management authority. Performs the
full range of performance management duties including, providing
input and evaluating each team member's performance, counseling and
career development guidance, feedback on problems and improvements
needed, progress in mastering tasks and work processes, and
individual and team training needs.

### Conditions of Employment

**THIS IS A TEMPORARY PROMOTION NTE 6 Months.** This temporary
promotion may be ended earlier or extended for up to 5 years based
on management's needs. It may also be made permanent without
further competition. If the temporary promotion is not made
permanent and its duration is one year or less, the employee will be
returned to a position that is comparable to his or her permanent
position (i.e., same series, grade, and duty location) in the same
or successor Division/Office. If, however, the temporary promotion
is not made permanent, is to a position in a different
Division/Office from the employee's permanent Division/Office, and
exceeds one year (including extensions beyond one year of initial
temporary promotion appointments of one year or less), the employee
will not be returned to his or her permanent position of record.
Instead, the employee will be placed in a permanent position
comparable to his or her permanent position of record (at the same
grade and pay) in the Division/Office and duty location where the
temporary assignment is located. Since an extension of a temporary
promotion beyond one (1) year will directly impact the employee's
return rights to his or her permanent Division/Office and duty
location, the employee must concur in advance with any extension of
the temporary promotion beyond one (1) year.

At the end of the temporary promotion, the employee's basic pay will
be set at the rate received prior to being temporarily promoted,
regardless of length of the temporary promotion. Pay rate shall be
increased to reflect pay increases (if any) received while
temporarily promoted, as long as the resulting rate does not exceed
the new range maximum.

### Qualifications

Qualifying experience may be obtained in the private or public
sector. Experience refers to paid and unpaid experience, including
volunteer work done through National Service programs (e.g., Peace
Corps, AmeriCorps) and other organizations (e.g., professional;
philanthropic, religious/spiritual; community; student, social).
Volunteer work helps build critical competencies, knowledge, and
skills and can provide valuable training and experience that
translates directly to paid employment. You will receive credit for
all qualifying experience, including volunteer experience.

Applicants must have one year of specialized experience equivalent
to the grade 13 level or above, in the Federal service. Specialized
experience is experience providing leadership oversight for
administrative management programs, including at least three (3) of
the following areas: (1) directing non-legal services
procurement (2) human resources management (3) general
administrative (4) space and facilities management and/or (5)
financial and budget management reporting and analysis.
