Job Title: Technical Writer Program Lead

Job Summary:

This position is in support of the Federal Aviation Administration (FAA), Office of Rulemaking (ARM), and the Department of Transportation, Office of the Secretary (OST).

Responsibilities Include:
  • Providing program management support to perform SOW tasks efficiently, accurately, on time, and in compliance with the requirements
  • Providing monthly status reports on deliverables
  • Providing monthly financial reports
  • Ensuring adherence to a quality control plan (QCP)
  • Participating in quarterly Program Management Review (PMR) meetings
  • Providing a project schedule
  • Assisting with contract transition-in and transition-out
  • Supporting the FAA ARM Management and rulemaking teams
  • Providing technical editing and support to produce reports regarding stakeholder comments received to any notice or rule for which comments have been requested
  • Providing technical editing and support, with an understanding of aviation and aerospace matters, such as advanced air mobility, commercial space transportation, and Unmanned Aircraft Systems (UAS)
  • Delivering draft regulatory documents at the request of ARM or the COR
  • Reviewing rulemaking documents such as the ANPRM, NPRM, SNPRM, and/or Final Rule and any other material relevant to the rulemaking project to complete the deliverables
  • Meeting with the ARM representative and other rulemaking team members, as necessary
  • Providing support in the drafting of documents such as the decision-support documents (white papers), position papers, Final Decision Document, Final Rule, and any other supporting documents associated with the rulemaking project as requested by the COR and the ARM representative
  • Attending meetings with FAA representatives or the rulemaking team on short notice

Required Qualifications and Skills:
  • Bachelor's degree
    • At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management
  • At least fifteen (15) years of relevant experience
  • An understanding of aviation and aerospace matters, such as advanced air mobility, commercial space transportation, and Unmanned Aircraft Systems (UAS)
  • Proficiency with Microsoft Office (Word, Outlook, etc.

Work Setting and Environment:
  • Monday - Friday, normal business hours
  • Work is to be performed remotely, with potential travel to FAA offices
  • On-site federal contractors, in federal buildings or on federal lands must comply with CDC guidelines with respect to wearing masks, maintaining physical distance, and other public health measures
