Job Description

The Chief Behavioral Health Officer’s main purpose is to lead and inspire a high level of performance and dedication with FHLC Behavioral Health staff. The CBHO will shape the department by leading organizational efforts to improve the health of our communities. This will be achieved by creating and implementing best practices, protocols, and policies. The CBHO will demonstrate a deep knowledge/expertise in the field and is a role model in whole person-based care.

Working from a solutions-oriented approach, the CBHO monitors the Behavioral Health service line’s clinical performance to ensure services and operations are in compliance with all applicable regulatory, certification and licensing agencies. As a member of the C-Suite, the CBHO is responsible for developing, implementing, reviewing, and directing Behavioral Health Clinical protocols, performance objectives, productivity benchmarks, compliance measures, provider workflow planning and provider scheduling. The CBHO serves as coach/mentor/trainer to Behavioral Health clinicians and staff, giving guidance in best practices, troubleshooting behavioral health services and operations issues in priority of urgency according to FHLC policy and FQHC standards.

• Is responsible for the overall direction, coordination, and evaluation and quality outcomes of the Behavioral Health service line in the integrated community health center setting.

• Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, and ensuring appropriate training of employees; planning, assigning, and directing work; appraising performance, addressing complaints, and resolving issues.

• In collaboration with the Clinical Director of Behavioral Health services, directs the clinical activities and productivity of the entire FHLC Behavioral Health Service Line in all locations.

• In collaboration with other Clinical Chiefs and clinical/operational leaders, plans, organizes, and oversees the clinical programmatic work within the service line.

• In collaboration with other FHLC Clinical Chiefs and clinical/operational leaders, ensures the development and sustainability of integrated and specialty behavioral health services.

• Serves as collaborating and/or supervising physician for all Prescribing Behavioral Health staff.

• Assess need for additional services and contract relationships and develop business case for the development of same in collaboration with other members of leadership

• Develops or expands programs or services for behavioral health as needed.

• Administers service line fiscal operations such as budget planning, accounting, and establishing rates for clinical services in collaboration with the CEO, C-Suite and other staff.

• Directs training of personnel. Assists with and/or delivers evaluations of clinical staff and recommends staff retention. Provides input on selection of key non-clinical personnel as requested.

• Cultivates professional development plans with staff that best contribute to the professional development of the staff member and the needs of the organization.

• In collaboration with operations staff, advise medical records, patient intake, and clinical areas on management issues to include: Behavioral Health patient flow, records retention, reception, telephone triage, outreach services, referral tracking and scheduling.

• Attends and provides support and direction of QA meetings in collaboration with QA Director and/or staff.

• Develops policies and procedures for various Behavioral Health related clinical activities.

• Reviews and responds to patient satisfaction survey for Behavioral Health clinical matters.

• Represents establishment at community meetings and promotes programs through various venues.

• Effectively and efficiently develops the team and works collaboratively in a team-based approach with clinical and non-clinical staff, patients and patients’ families.

• Oversee the clinical aspects of direct reports’ clinical work with patients, including timely and accurate documentation.

• Align the work of the department with organizational goals and strategic priorities.

• Provide training and guidance to staff in relation to department goals and objectives.

• Works with site and department management as well as leadership team to align program objectives with that of the entire organization.

• Collaborate with FHLC providers as well as external resources and providers in the best interest of the patients’ continuation of care.

• Participates in training to improve Behavioral Health patient care such as learning evidence-based approaches to self-management support, proactively addressing the needs of patients and families in this community, cultural competency, OSHA, HIPAA and EHR, patient population management, computer literacy and skills, communication skills, etc.

• Review relevant literature, synthesize evidence-based materials, and translate complex behavioral health concepts.

• Regular and Reliable Attendance.

• Other duties may be assigned.

• MD required; Psychiatry Board certification, and current, valid, and unrestricted license to practice the profession. 5-7 years demonstrated clinical or other leadership experience preferred.

• Must maintain a state of Wisconsin Driver’s License, as well as the ability to pass the requirements to complete the minimum requirements to operate a company vehicle.

• BLS certification required at time of hire.


Language

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.


Mathematical Skills

Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.


Reasoning Ability

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.


Computer Skills

To perform this job successfully, an individual should have competency in the use of Electronic Health Record Database software and Word Processing software.
