Job Description:

Responsibilities:

  • Assist the CEO in implementing the health centers mission, vision, and strategic plan.
  • Collaborate with the executive leadership team in creating a high functioning organization
  • Work closely with the Finance, HR, and Board Chairs to insure appropriate information flow and understanding to all relevant committees,
  • Coordinate the development of the annual operating, capital, and program budgets and reporting against the same.
  • Ensure reporting is being done accurately and on time. Clearly communicate reports and key metrics with stakeholders.
  • Educates Managers and Directors in financial oversight of departments.
  • Improve forecasting and data analysis to inform better decision making.
  • Lead the development and use of best practice policies, practices, and tools that ensure a resilient organization with strong fiscal management.
  • Implement and oversee internal controls to mitigate risks.
  • Oversee HR function, coordinating with external service providers and internal staff responsible for various aspects of HR. Manage and mentor subordinates.

  • Implement financial policies and protocols to remain compliant with Federal requirements (Compliance manual chapters: Health Center Program Eligibility, Contracts and Sub-awards, Conflict of Interest, Financial Management and Accounting Systems, Budget, and Program Monitoring and Data Reporting Systems).
  • Oversee timely submission of government and other regulatory filings, to ensure compliance with all applicable FASB, IRS, State Attorney General, HRSA, and other relevant regulations.
  • Make operational changes to increase positive cash flow.
  • Make smart investment decisions related to Property, Plant, and Equipment.
  • Secure outside funding sources.
  • Improve the terms of financing agreements.


Requirements Preferred:

  • Prior FQHC or healthcare experience is beneficial.
  • Non-profit experience.
  • Bachelor’s degree in accounting, finance, or relevant field.
  • CFO experience.
Required:
  • Master’s in Business Administration or CPA
  • Five years’ experience in financial management.
  • Compliance/risk management experience.
    • Ability to anticipate, think strategically, and challenge appropriately in support of organizational goals.
      • Sound business acumen.
        • Demonstrated ability to work effectively with others at all levels within the organization, across different cultures and socio-economic backgrounds.
        • Demonstrated experience in creating and managing fiscal/administrative policies and procedures.
        • Demonstrated ability to direct and successfully manage multiple projects on time and within budget. Ability to meet deadlines and work under pressure with frequent interruptions and occasional crisis situations.
        • Must possess sound coaching and counseling skills, with ability to explain, guide, and instruct staff.

  • Commitment to providing health care to families in a medically underserved community. 
  • Willingness to be flexible in the development of new methods of health service delivery. 
  • Ability to deal with sensitive information in a highly confidential manner. 
  • Effective communication skills, both oral and written, with patients, families, visitors,
    co-workers, health care professionals, funders and other regulatory agencies. 
  • Bilingual in English and another language appropriate to the health center’s patient
    population preferred, but not required. 
  •  Ability to function independently with minimal supervision, and to plan, coordinate,
    and carry out those tasks necessary to meet the job responsibilities. 
  • Awareness of resources available within the health center to accommodate the needs of
    patients. 
  • Commitment to providing cost conscious, fiscally responsible, timely, efficient,
    effective, safe, patient-centered, culturally competent, equitable, and
    participatory health care.  
  • Processes personal health information in accordance with FHCW HIPPA policies and
    procedures.  

Supervisory Responsibilities:  

Director of Revenue Operations, Controller, and Manager of Payroll Services/ Grant Accounting.  

  

Reporting Relationship: Reports directly to the President/CEO
