Senior Logistics Management Analyst (Remote/Fort Belvoir VA)

We are searching for a full-time REMOTE Senior Logistics Management Analysts to support Project Manager, Army Transmission Systems. This office is responsible for a suite of more than 100 projects, ranging from worldwide strategic satellite communications and Wideband Control systems, long-haul terrestrial microwave, and fiber optic communications systems, to Technical Control Facilities, Combat Service Support communications systems, critical power infrastructure, and combat vehicle intercom systems.

Scope: Currently the Army utilizes several different systems to account for installation property including but not limited to: Global Combat Support System – Army (GCSS-A), Defense Property Accounting System (DPAS), and Logistics Modernization Program (LMP). This support will result in the development of standard operating procedures (SOP), material fielding plan documentation and the transfer of ownership of PM property to ensure accountability. It will also provide PMO strategic planning support to projects offices and require managing and coordinating the production and activities of Team Leads and employees under the direction of the Program Manager.


Working knowledge in the development and preparation of program acquisition logistics documents such as Product Support Strategy, Life Cycle Sustainment Plan, and Product Support Agreements.

General Requirements: Supporting Army PM in completing and documenting program manager inventory, installation property inventory and property book implementation, as well as assisting the program managers in implementing and developing integrated program support element (IPSE) program documentation as part of resolving corrective action plans. The Government’s requirement is to establish a Project Manager level enterprise capability at Army headquarters that is broad enough to meet the current known requirements yet is sufficiently flexible enough to satisfy future program requirements that emerge over the period of performance as the Army’s strategy for program compliance integration continues to mature. The PMO support includes providing strategic level planning. Individuals will assist in creating Concept Plans, Acquisition packages preparation and engineering assessments and analyses. Individuals are expected to be knowledgeable of DoD Program Acquisition and the role of the Product Support Manager (PSM) to be able to support the PSM. Individuals must also be knowledgeable of the Program Life Cycle Sustainment process and able to generate appropriate documentation. Individuals must be familiar with and assist in the preparation of Program acquisition logistics documents such as Product Support Strategy, Life Cycle Sustainment Plan, and Product Support Agreements.

Position Specifics:

Integrated Logistics Support (ILS) Manager: Expertise in total life-cycle support of systems, including analysis, planning and detailed design of all engineering specific logistics support. Senior Logistics Analyst: Performs logistic support functions. Must be familiar with the principles of purchasing, handling, control and transportation of material and other property. Works under limited supervision. Performs tasks in support of logistics projects. Develops, upgrades and improves systems for tracking and reporting material, material handling procedures and scheduling. Supervise other Logistics Analysts or Logisticians.

Logistics Management Specialist: Experience with the various logistics support functions and their automated support systems, involving maintenance planning, personnel planning, training, support equipment, test equipment, technical and logistics data, facilities support, and supply support. Prepares logistics support documentation and source data, such as logistics operational management/user documents, integrated logistics support plans, user logistics support summaries, post-production support plans, and logistics implementation plans. Implements logistics plans, databases, and support files to support the fielding of new complex systems or major modifications.

Industrial Property Management Specialist: Ensures adequate industrial property control systems. Evaluates policies, procedures and techniques, and changes there to, pertaining to management of Government property. Develops, plans, schedules, or performs system surveys to analyze, test and evaluate the system for Government property management. Maintains surveillance over the property management system to assure that the requirements and obligations of each assigned contract are met. Discloses and evaluates conditions of loss, damage, or destruction of Government property, and determines liability. Evaluates inventory adjustments. 

The Contractor shall provide support in field of logistics coordination. Logistics Management Analysts should be prepared to coordinate responses to PL-level logistics-related taskings and be a subject matter expert in logistics management. This work may include, but is not limited to, the functions outlined below:

-Working experience with DPAS and ZLIN

-Interpret, evaluate, coordinate and consolidate all logistics tasks/suspense’s from external organizations for PL Distributing and tracking completion of PL, and possibly some PM DCATS, SACO action items to be completed by Government personnel.

-Analyze and report Item Unique Identification (IUID)/Unit Identification (UID) requirements for PL communications systems, Life Cycle Sustainment Plan documents, and Core Depot Analysis documents throughout the life cycle; Evaluate Depot level and contractor warranty/maintenance support and make recommendations for optimization.

-Interprets Army Regulation (AR) 700-127, DODD 5000.01, DODI 4151.22, DODI 5000.02, and DODI 5000.67 and develops reports and courses of action for applicability to PL DWTS products, Conduct risk analysis for logistics support for PL projects and report findings and recommendations.

-Conduct PL Integrated Product Team (IPT) briefings in support of delivering a defined product or process; and evaluate and troubleshoot auditable issues with Property Books Unit Supply Enhanced (PBUSE) or Global Combat Support System (GCCS) -Army and other inventory tracking systems for PL.

- Execute detailed research and analysis of PSM related data and reports and be able to drill down into source data to resolve command level queries and present findings at the O-6 level.

- Coordinate across the matrix managed team to build a comprehensive picture of a Program’s acquisition logistics health.

-Develop and conduct risk assessments related to Program logistics acquisition compliance and report to the customer.

-Ensure life cycle sustainment actions are taken to ensure uninterrupted support for the warfighter.

-Lead, under the guidance of the PSM, the interaction across various stakeholders inside and outside the organization.

-Develop command level policy documents and staff them accordingly for signature by the commander.

-Prepare and conduct Program Acquisition Logistics training.

Bachelor's Degree in the field of Business Administration or Information Technology fields or an equivalent combination of education and experience equal to five (5) years of logistics management experience with projects of increasing size and difficulty.

Candidate shall be capable of performing program office logistics administration work commensurate with the above and with a large Army program office that has many projects nearing, or in, sustainment support and some projects that are new installations.

PM experience highly desired: Intermediate to advanced level skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint, and knowledgeable of SharePoint functionality.

-DAWIA logistics certification.

-Ability to communicate effectively with all levels of employees and outside contacts

-Strong interpersonal skills and good judgment with the ability to work alone or as part of a team


Active Secret clearance is required for this location.
