POSITION SUMMARY:

Reporting to the ECS Manager of Outcomes and Evaluation, the Data Analyst and Compliance Specialist will work closely with Coordinated Entry management to assist in developing, and then implementing the systems to monitor and maintain ECS and City contract outcome and reporting compliance. As a result of ECS continuing to collaborate with the Department of Homelessness and Supportive Housing and other external stakeholders in launching this project, this job description may change both prior to hire, and after, as we continue to implement the best approach and services.

PRIMARY DUTIES AND RESPONSIBILITIES:

  1. Perform contract compliance activities including review of electronic and physical client files and assists staff in maintaining contractual compliance regarding data collection, reporting, and secure storage of HIPAA-protected client information.
  2. Train CE staff in paperwork completion and database use.
  3. Assist in the production of the department training manual.
  4. Perform data entry, verification, and data analysis; ensure data integrity.
  5. Perform system administration duties for the ONE system.
  6. Track data entry/paperwork submissions from CE sites, including responding to ongoing data collection issues.
  7. Provide regular reports for internal review, as well as produce client demographic reports and other statistics as needed.
  8. Provide regular external reports as needed.
  9. Create, maintain, and update filing systems for data entry paperwork and administrative documents.
  10. Create letters, documents, forms and memos as requested; typing drafts and final corrections.
  11. Fax and copy documents as needed.
  12. Assist with special projects.
  13. Acts as the liaison for the development, implementation and maintenance of the CE database.
  14. Attend all meetings as assigned.
  15. Perform other relevant duties as assigned.

REQUIREMENTS:

  1. At least two years paid experience closely related to job description.
  2. Familiarity with San Francisco’s ONE System strongly preferred.
  3. Proficiency in technology office productivity and collaboration tools including Microsoft Office: Outlook, Word, PowerPoint, Excel, Project Management, One Note, SharePoint and Google Apps (Gmail, calendar, docs, sheets).
  4. Ability to be flexible and adapt to changes as our Coordinated Entry activities respond to lessons learned and emerging needs.
  5. High energy and initiative, and a drive for results; an ability to work with high levels of ambiguity and enjoy an active, fast-paced environment.
  6. Proactive, self-motivated, independent, resourceful/adaptable, and creative in the planning process. Able to manage multiple tasks and adjust quickly to changing priorities.
  7. Possesses a friendly attitude, customer service mentality, intellectual curiosity and a good sense of humor.
  8. Excellent independent judgment and decision-making skills.
  9. Outstanding analytical skills.
  10. Professional and discreet demeanor with good interpersonal skills. Ability to handle confidential information and require considerable use of tact, respect, discretion and judgement.
  11. Knowledge of and strong interest in using and learning about technology tools as well as experimenting with different technologies to improve efficiency in executing tasks.

OTHER: Will honor and abide by rules of confidentiality. Must secure annual TB screen. This position requires long periods sitting at a desk and/or computer station; using a telephone. Will honor and abide by Episcopal Community Services’ rules and regulations, including confidentiality.

Episcopal Community Services of San Francisco (ECS): ECS is an innovative and independent non-profit which has worked at the forefront of homelessness since 1983. ECS utilizes a holistic approach to help homeless and very low-income people obtain the housing, jobs, shelter and essential services needed to prevent and end homelessness. ECS operates the following programs: Interim Shelter Navigation Centers (2) Shelters for single adults (2) Interfaith Winter Shelter Adult Coordinated Entry System (ACES) for the City of San Francisco ECS is the lead agency implementing the new ACES in San Francisco, which is scheduled to launch November 2018. This initiative includes activities related to assessment, problem solving, housing navigation, and housing stabilization services. ECS is overseeing this program in partnership with San Francisco Department of Homelessness and Supportive Housing, as well as with other non-profit partners. Supportive Housing ECS manages and/or provides services at 12 supportive housing sites with on-site care coordination for single adults, families and veterans. We are currently co-developing the largest supportive housing project in San Francisco that will be home to over 250 of the most vulnerable community members experiencing chronic homelessness. Behavioral Health Services The organization provides a team of behavioral health specialists which includes SF START, a roving team of in-shelter, behavioral health specialists that offer mental health assessment, support, and referrals for guests of all of San Francisco’s adult shelters. SF START is a Medi-cal billing team, partnering with the Department of Public Health to provide these critical services. ECS also provides clinical support in all of our supportive housing sites, navigation centers, and within our adult coordinated entry system of care. Healthy Aging ECS manages a senior day center that provides case management, with a senior meal program that is overseen by the Director of Healthy Aging. The Healthy Aging program supports aging in place best practices across ECS’s supportive housing sites, and advises the emergency housing portfolio on healthy aging practices. Workforce Development and Social Enterprise The ECS Workforce & Social Enterprise Department includes a diverse set of activities including three vocational workforce programs (culinary, shelter worker, and hotel), a school, a catering business, congregant meal service and two shelter kitchens. Background on Coordinated Entry The purpose of a coordinated entry system is to ensure that all people experiencing a housing crisis have fair and equal access and are quickly identified, assessed for and connected to housing and homeless assistance based on their strengths and needs. Coordinated entry seeks to reduce homelessness by minimizing the amount of time that people experience homelessness by quickly moving them into safe and stable permanent housing. The successful implementation of the Adult Coordinated Entry system in San Francisco will play a key role in transforming the System and reducing street homelessness by fifty percent by 2022. . Summary of ECS’s Coordinated Entry Program ECS’s Coordinated Entry program will provide Assessment, Problem Solving and Matching and Referral services through the Access Points as well as at temporary satellite locations to meet Single Adults’ needs. For Single Adults prioritized for housing, ECS will provide Housing Navigation services at its Housing Coordinated Entry hub or other location convenient to the client, and Housing & Tenancy Stabilization services at the Single Adult’s housing site, Housing Coordinated Entry hub or other location convenient to the tenant. The work of the Coordinated Entry Department is supported by and coordinated with the Clinical Services Department. ECS will provide these Coordinated Entry services for Single Adults experiencing homelessness in San Francisco:
