The DIGIT program is seeking a well experienced Senior Finance Manager (Deputy) who will support the Program Manager and lead the DIGIT finance staff in the financial management, analysis and reporting on this large and complex program.


The Senior Finance Manager (Deputy) shall be responsible for the following (to include but not limited to) activities:
  • Lead the DIGIT finance team in the overall financial planning, analysis, and reporting of the program.
  • Work as senior financial advisor and trusted partner to the DIGIT Program Manager, Program Management Office (PMO) functional leads, and Portfolio leads.
  • Primary liaison to the DIGIT customer on all financial matters, reporting, invoicing and contract funding.
  • Responsible for the accurate and timely preparation and submission of financial contract deliverables and monthly invoicing.
  • Continuously improve financial planning, reporting and analysis through implementation of automation and dashboards, including reporting performance against a multi-year cost baseline.
  • Performs basic activities in support of various financial functions such as budgeting, auditing, forecasting and analysis.
  • Participates in the review of financial data received from various managers for inclusion in ROMs for special projects within DIGIT.
  • Ensures compliance with internal policies and processes, GAAP and DAR/FAR government regulations.
  • Performs cost/benefit analysis, variance analysis, and financial analysis.
  • Compares actual financial performance against forecasted goals to assist managers in refining budgeting methods and assumptions.
  • Improve cost transparency on the DIGIT program through accurate charge-back and show-back reporting models that enable GSA end-user customers to understand the value of the IT services and products they consume.
  • Prepares internal DIGIT financial planning (i.e., annual operating plan, rolling quarterly forecasts).
  • Prepares monthly internal financial performance reporting and related variance analysis.
  • Presents program financial data to the customer as well as Empower AI executive leadership.


  • Public Trust Clearance.
  • ITILv4 Foundation Training and Certification
  • Bachelor's degree or equivalent.
  • Minimum 7-12 years of related experience.
  • Minimum 5 years management/supervisory experience
  • Experience supporting industry standard software products; preferably hands-on experience using Deltek Costpoint.
  • Experience as a remote worker demonstrating time management and self-discipline.
  • Possesses and applies fundamental concepts, processes, practices, and procedures on multiple complex work assignments.
  • Ad-hoc assignments may be broad in nature, requiring independent strategic thinking, multi-tasking and ability to make quick decisions under tight deadlines.
  • Operates with independent latitude in developing strategic methodologies and presenting solutions to problems.

Contract Desired Qualifications:
  • Demonstrated ability to interact with diverse technical teams to develop and review task order and project budgets and forecasts.
  • Program/Project control experience
  • Demonstrated ability to measure and report of financial performance progress against budget, identify any variances and employ critical-thinking and analysis to identify variance causes and potential remediation, and communicate identified financial and/or operational risk.
  • Demonstrated ability to manage / maintain multiple project plans in parallel in a high-paced environment with compliance with required deadlines.
  • Detail-oriented and strong verbal and written communications skills.
  • Demonstrated ability to develop, implement, review, and improve on business processes.
  • Demonstrated ability to create and maintain complex Excel/Google sheet financial models.
  • Ability and willingness to support all levels of program support, including critical administrative tasks and ad-hoc support.

  • This position will be a hybrid of working out-of-the Empower AI HQ office in Reston, VA and remote when not required to be physically in the office. The candidate must be flexible to working in the office as needed to meet with the DIGIT program manager and team, as-well-as Empower AI leadership to maximize performance efficiencies.
  • When working remote, personnel are-expected-to maintain their home workspace in a safe manner, free from safety hazards.
  • When working remote, personnel are expected to be prepared to appear on camera for meetings with co-workers and government partners via video chat.
  • When working remote, personnel are expected to maintain standard working hours per the DIGIT contract and to be available for meetings, and other collaborative efforts during working hours.
  • Personnel are expected to ensure the protection of proprietary company and customer information accessible from their home office consistent with the company's expectations of information security.
  • Communicate verbally and respond to verbal communications in person, over the phone or by video chat.
  • Communicate clearly and succinctly in writing, primarily utilizing a keyboard.
  • Sitting for long periods.
  • Viewing computer screens for long periods of time.
  • Minimal local travel may be required.
