Job Description

Position Location:

Barrigada, Guam (National Guard)

Position Summary:

The Civil Engineer will support the Guam National Guard on the administration of two related programs: Geographic Information System (GIS) & Installation Status Report (ISR). 

  • Perform facility condition inspections according to standards and report the findings
  • Perform quality assurance and quality control (QA/QC) on the Report to include validation of top load data
  • Coordinate the input of subject matter experts into the ISR website for final performance service report on a quarterly basis
  • Update and maintain the Geographic Information System, to include performing mapping-grade GPS, incorporating survey results into existing GIS data, and perform data quality assurance checks
  • Complete required training and participate in meetings with the Guam National Guard and National Guard Bureau
  • Troubleshoot routine problems, and develop schedules and plans to meet survey and other regular tasks


Minimum Qualification:

  • Bachelor’s degree in Architecture (registration as an Architect or Civil Engineer in the territory of Guam is also acceptable)
  • U.S. Citizenship and valid driver’s license required as well as ability to pass a criminal history check
  • Experience in ESRI mapping products, Autodesk CAD software, Autodesk Revit software, Trimble survey and post process software, Microsoft Office including MS Access


Required Skills:

  • Experience in ESRI mapping products, Autodesk CAD software, Autodesk Revit software, Trimble survey and post process software, Microsoft Office including MS Access
  • Ability to operate and maintain large format printing equipment; ability to read and interpret plumbing, electrical, and mechanical construction drawings to assist in the completion of facility work orders
  • Physical abilities to include climbing ladders, lifting up to 50 lbs, operating small hand tools, ability to perform field surveys in and around buildings and vegetated areas, including traversing unimproved terrain on foot
  • Strong analytical and communications skills (orally, in writing, graphics and sketches)


Responsibilities:

  • Perform facility condition inspections and report findings to the ISR website
  • Perform Quality Control and Quality Assurance of the Infrastructure report to include validation of real property preloaded (top load) data in the ISR website and historical queries of the facility ratings
  • Coordinate the input of subject matter experts for the ISR performance service report; QA/QC of the data
  • Prepare and brief the Guam National Guard Chief of Staff (COS) regarding ISR quarterly results and assist in the report certification process
  • Update and maintain the Geographic Information System and perform mapping-grade GPS surveys and possess the ability to post process the survey data and incorporate the survey results into existing GIS data
  • Utilize ESRI and Autodesk for regular map production, facility as-built updates, and quality control and management
  • Maintain and update regularly a catalog of PDF, CAD, and hardcopy records of facility design and construction documents
  • Adhere to Department of Defense national data standards such as Spatial Data Standards for Facilities, Infrastructure and Environment and National System for Geospatial Standards
  • Maintain and update regularly a catalog of PDF, CAD, and hardcopy records of facility design and construction documents
  • Perform data analysis regarding buildable areas, environmental impacts, and structure proximity for use in military construction projects and other construction and facility maintenance office inquiries
  • Provide overview of survey operations and troubleshoot hardware and software as needed
  • Collaborate and perform as team lead to the government appointed representative
  • Attend regular web-based trainings on the effective use of ISR website and associated programs for facility surveys and reporting
