Senior Project Manager - Licensed California Professional Geologist

EBI Consulting has an immediate opening for a Senior Project Manager and Licensed California Professional Geologist (P.G.) in the Site Investigation and Remediation (SIR) Services Group, with 10+ years of experience in all phases of site investigation and remediation and a strong understanding of state and Federal environmental regulatory framework, as well as experience in ASTM/AAI transactional due diligence, business development, and proposal preparation. The successful candidate will possess proven ability to manage Phase II Subsurface Investigation and remediation projects for commercial real estate, lending, telecommunications, industrial, institutional, and public sector clientele. This position requires a strong understanding of and experience with site characterization, environmental sampling techniques and methodologies (soil, groundwater, surface water, sediment, soil vapor, indoor air, etc.), data analysis, remediation technologies, and managing field staff, drilling subcontractors, and laboratories. Experience required in designing, pilot testing, constructing, and operating remediation systems, including soil vapor extraction, dual phase extraction, sub-slab depressurization systems (SSDS), in-situ bioremediation, natural attenuation, air sparge, and groundwater extraction systems. A Bachelor's degree or higher in Environmental Engineering, Geology, Environmental Science, or related field is required. State licensure as a California Professional Geologist (P.G.) is required.

The successful candidate will be in responsible charge of the overall execution of each project assigned. The Senior Project Manager will coordinate the efforts of the team to ensure successful execution, collaborating with internal and external clientele to develop project schedules and milestones, establish project deliverables commitments, and resolve deficiencies. The Senior Project Manager will be responsible for the generation of technical scopes of work, cost estimates, and client proposals; for the generation, revision, and production of reports throughout the life cycle of each project; and for quality control review of technical report deliverables to both private entities and public regulatory agencies. In addition, client management and communication regarding project status and technical assessment outcomes is a primary responsibility of this position.

Job Requirements (Principal Responsibilities)

  • Minimum of 10 years of full time experience in the field of Subsurface Investigation and Remediation, including interaction with the California Regional Water Quality Control Boards (RWQCBs) and a strong understanding of state and Federal environmental regulatory framework
  • Experience in ASTM/AAI transactional due diligence associated with private sector and financial institutions, including Phase I and Phase II Environmental Site Assessments (ESAs)
  • Advanced understanding of, and experience with, site characterization, environmental sampling techniques and methodologies (soil, groundwater, surface water, sediment, soil vapor, indoor air, etc.), data analysis, and remediation technologies
  • Experience with designing, pilot testing, constructing, and operating remediation systems, including soil vapor extraction, dual phase extraction, sub-slab depressurization systems (SSDS), in-situ bioremediation, natural attenuation, air sparge, and groundwater extraction systems
  • Experience with Dry cleaner risk assessment and closure; and UST, retail petroleum, and bulk terminal risk assessment and closure
  • Provide technical management of large-scale site investigation and remediation projects, including report preparation, quality control review, and approval of key technical report deliverables to both private entities and public regulatory agencies
  • Coordinate with and manage field staff, outside consultants, subcontractors, and laboratories
  • Oversee and ensure that project milestones and deadlines achieved. Ownership of full project life cycle, from proposal generation and purchase order to project close-out and invoicing
  • Provide technical advisement on complex remedial applications, research and development, risk assessment, regulatory negotiations, and contract negotiation matters
  • Play a major role in managing financial aspects of assigned projects or clients, including meeting budgets, analyzing cost control efficiencies, revenue, expenses, margins, unbilled revenue, and backlog revenue
  • Responsibilities may include recruiting, mentoring, managing and developing careers for our professional team.
  • Generate technical scopes of work, cost estimates, and client proposals
  • Assist in development of new client relations and opportunities through contributions to major proposals and client presentations, active participation in client meetings, and overall understanding of the environmental industry
  • Responsible for driving new business development opportunities from new and existing clients
  • Proactively identify and interpret new state and Federal guidance and regulations, as well as changes to existing guidance and regulation
  • Develop and maintain professional/technical relationships with state and local regulatory agencies and case managers
  • Attend technical seminars and professional association meetings and actively contribute to the identification of new technical initiatives and opportunities
  • You may be required to complete fieldwork and related reports on an as needed basis
  • Travel on short notice (one week or less) will be required at times
  • This position can be in-office or remote location based from a home office

Education / Experience

  • Bachelor's degree or higher from accredited college or university in Environmental Engineering, Geology, Environmental Science, or related field
  • A minimum of 10 years of professional experience in environmental consulting, including Phase II Subsurface Investigation and remediation projects. Specific to Phase I ESAs, must meet ASTM E 1527 qualifications as an Environmental Professional (EP)

Certifications / Licenses

  • State licensure as a California Professional Geologist (P.G.) is required.
  • OSHA 29 CFR 1910.120 40 Hour Hazardous Waste Operations & Rescue (HAZWOPER) Training Certification is required
