This position serves as department head of the Land Department and performs administrative/management duties in planning, organizing, directing, and evaluating all department programs involving property acquisition and management, as well as forest and forest land management, protection, and development, including timber sales; serves as liaison between the County and the community.
Essential Job Duties:
+ Develop, implement, and evaluate programs and services for department operation; includes property acquisition, property management, forest and forest land management. With forest managers, plan projects, goals and objectives of forest management program to generate revenue to the County Forest Management Fund.
+ Collect data for the Land Department's annual budget. Prepare and administer budget; present to budget committee; monitor fiscal expenditures and revenues for department programs and functions.
+ Lead, coordinate and prioritize work activities of Land Department staff; offer assistance as needed and determine best solution when problems arise. Final approval of all selection, promotion and termination of employees. Train staff and ensure compliance with standards. Assume responsibility for work performed. Establish and interpret policy and procedure.
+ Acquire property for the County; negotiate with owners and coordinate purchases, research property ownership, appraise lands, and direct legal document preparation for acquisition.
+ Manage real property owned by County; which includes: mineral rights, leases and rentals, land sales, disposal of surplus property.
+ Prepare, maintain and track financial and all other necessary records for County timber sales including log scale reports and payments from purchasers.
+ Coordinate department contracting process including preparing requests for bids. Prepare department contracts and other legal documents.
+ Prepare, coordinate and administer department leases. Monitor leases and establish and maintain related recordkeeping.
+ Assist in the coordination and preparation for annual department auctions (timber and real property).
+ Maintain department confidential records and files.
+ Manage payroll records including preparation and processing of payroll.
+ Prepare and distribute legal notices, minutes and agendas.
+ Represent the department in community to promote programs. Respond to, and effectively resolve, inquiries, complaints or problems affecting services.
Requires regular and consistent attendance.
Minimum Qualifications:Bachelor's degree in forestry, business management or related field with five years progressively responsible work experience in forest land management and property acquisition which includes two years supervisory/management experience OR a satisfactory equivalent combination of experience and training. At the time of appointment, must possess a valid Oregon driver's license.
Desirable Qualifications:Experience with the sale/acquisition/marketing of property, experience entering into property agreements (leases, contracts, rental agreements, sales), high level of Excel expertise.
Work is performed primarily in an office environment; work is generally sedentary and requires hearing voice conversation and keyboarding; infrequent field inspections may require walking uneven terrain and climbing.
A reasonable amount of driving is required. Finalist will be required to provide a driving history that meets theDouglas County Driver Policyas part of contingent offer of employment.
