The Mental Health Program Supervisor, with administrative and technical supervision by the Adult Mental Health (MH) Program Manager, performs duties in monitoring and providing technical assistance in accordance with State regulations/guidelines and County policies and assigned contracts between Allegheny County Department of Human Services, Office of Behavioral Health and private agencies which provide Mental Health Services.


  1. Responsible for providing mentoring and leadership to MH program operation specialists
  2. Responsible for monitoring on a provider level; provide technical assistance as needed.
  3. Participate in State and County licensing reviews/quality reviews
  4. Assist in forming and implementing County policies, procedures, and guidelines.
  5. Facilitate/Attend meetings with provider agencies and other Department of Human Services Departments.
  6. Facilitating solutions for questions or problems regarding MH System needs and licensing questions.
  7. Participate and assist with facilitation for Community Treatment Team (CTT) fidelity reviews and monitoring.
  8. Attend meetings on behalf of County Administration as necessary.
  9. Participate in advisory meetings on behalf of the Allegheny County, Office of Behavioral Health
  10. Assist in initiating and implementing quality improvement initiatives for the MH system.
  11. Participate in special projects as needed.
  12. Assist individuals in service and/or natural supports with any complaints and advocate to ensure the individual in service is receiving proper and fair treatment.
  13. Promote opportunities for collaboration among DHS offices and service providers.
  14. Provide training and public speaking as needed.
  15. Perform other duties as assigned.


  • Must possess a bachelor’s degree with a minimum of five (5) years of professional level experience.
  • Supervisory experience is preferred.
  • Must possess good communication skills both written and verbal.
  • Must have computer skills that include ability to navigate applications of Microsoft Office
  • Must have the ability to prioritize need
  • Must have ability to work independently and collaboratively in a fast-paced environment
  • Must have the ability to travel based on needs related to job responsibilities
  • Must have current Act 33 and 34 Clearances
  • Must have a valid Pennsylvania motor vehicle license, and access to a personal vehicle
