Position: Operations Manager Division: T ransportation Technology FLSA Status: Exempt Reporting Location: Ankeny, IA Reports To: Deputy Project Manager Region: Iowa SUMMARY The Operations Manager is responsible for providing inspired leadership for the field staff, which involves making important strategic decisions, as well as the development and implementation of operational plans, policies, and procedures. The Operations Manager’s focus is on improving organizational processes, and working to improve quality, productivity, and efficiency that results in customer satisfaction. When necessary, the Operations Manager will assist the Human Resources department with recruiting to help promote a company culture that encourages morale and performance. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. TRAVEL The position routinely requires daily travel throughout the Iowa Region. The position will require overnight travel within Iowa (and neighboring states) as required. In addition, the position may require travel to Idaho, Wyoming, Nevada, and other areas where DTS has ITS operations and maintenance contracts. ESSENTIAL DUTIES & RESPONSIBILITIES Direct responsibility for program safety and safety in the field. Direct responsibility for Field Supervisors & Field Technicians’ performance. Development and maintenance of weekly field staff agendas & work assignments. With the DPM, establish KPIs for performance and then monitor and manage performance to those KPIs Identify and improve inefficient work practices. The development of schedules and detailed plans that include goals, strategy, staffing, scheduling, risk assessment, contingency plans, and allotment of resources for each aspect of the project. Develop and manage Preventive Maintenance activities and updating schedules and documentation in the Maintenance Management Systems Ensure accuracy and completeness of Supervisory and Field entries in the Maintenance Management System Working efficiently to develop plans and provide oversight to ensure contract performance goals are being met, without sacrificing quality and/or safety. Ensure work performed is in strict compliance with company and customer QA/QC and record keeping requirements. Working with the PM, DPM and Subcontractors, the Operations Manager will assist in the development of detailed estimates, task and work orders, for internal and external stakeholders. Assist in the development and revision of standard operating procedures. Assist in the management customer expectations on deliverables. Maintaining the Inventory / Physical Inventory Audits Prepare and document meeting agendas and minutes as directed by the PM and DPM. Develop and mentor personnel such as Field Supervisors and Field Technicians to prepare them for future professional growth. Monitoring and oversight of the performance and safety requirements of the assigned contract. Periodic Field Staff Quality Control Reviews. Assist in the develop of weekly and monthly performance reporting to be used in project invoicing, performance evaluations, and monthly meetings with the customer. Other duties as assigned. EDUCATION, EXPERIENCE, LICENSE A Bachelor’s degree in operations or technical management or a related field. 10 years of increasing responsibility & experience in Intelligent Transportation Systems Installation and/or Maintenance can substitute for a B.S. degree. Experience in management, operations, and leadership. Understanding the practical applications of Engineering Science and Technology applying principles, techniques, procedures and methods to the design, installation, and maintenance of field deployed systems. Understanding of general finance and budgeting, including profit and loss, balance sheet and cash-flow management. Proven ability to build consensus and relationships among managers, partners, and employees. Valid Driver’s License and good driving record Fiber Optics training a plus. Transportation Technology experience is a plus with experience in the following technologies/products: CCTV, VMS/DMS, Highway Advisory Radio, weather sensors (RWIS/ESS), and other intrusive and non-intrusive products. KNOWLEDGE & SKILLS Effective communication skills both verbal and written. Computer Skills – Microsoft Office Suite software (including Word, PowerPoint, and Excel) and Microsoft Windows OS. Ability to read, interpret, modify, or create project specific documents such as technical, operational, maintenance and procedure documentation. Ability to write technical reports and correspondence. Ability to effectively present information in one-on-one and small group situations to clients, and other employees of the organization. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations. Ability to calculate figures and amounts such as discounts, interest, commissions. Ability to solve practical problems and deal with a variety of concrete variables. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Ability to work in the field at the site of ongoing projects, as needed to meet project or program goals. WORK ENVIRONMENT While performing the duties of this job, the employee is regularly working in a mix of field activities during test and evaluation activities or project delivery activities, as well as an office business environment. While performing the duties of this job, the employee is occasionally working near traffic and working while being exposed to weather, dust, and construction site hazards. The noise level in the work environment is usually moderate.
