Job Summary

Join a team that provides technical project management services that drives full lifecycle oversight from receiving mission partner requirements to working with private industry vendors to ensure delivery of bandwidth and the testing of circuits. The Contractor Team reviews monthly bandwidth invoices, provided by the Sponsor, to correctly input and track expenditures in the Sponsor's Billing Management Database. The Contractor Team must continually collaborate with all stakeholders, both internally within the Sponsor's workgroup, as well as across the mission partners receiving bandwidth services and vendors providing bandwidth services. The position demands a high degree of attention to detail and collaboration with workgroups within and external to the Sponsor.

Responsibilities and Duties
  1. (U) Communicate and collaborate as a professional representative of the Sponsor with a multitude of partners, including internal, external, and commercial. Priorities will be managed by the Sponsor.
  2. (U) Support new and existing IT infrastructure by working projects for new circuit deliveries, upgrades, and discontinues in a timely manner to minimize vendor costs to the Sponsor.
  3. (U) Serve as the customer service point of contact with the external vendors.
  4. (U) Reconcile vendor billing statements with internal billing systems to ensure accuracy and completeness with Sponsor oversight.
  5. (U) Support the Sponsor in the evaluation of vendor invoices.
  6. (U) Work closely with the Sponsor to gather customer requirements.
  7. (U) Prepare customer requirements for release to external vendors.
  8. (U) Assist in preparing responses to customer bandwidth requirements and associated services.
  9. (U) Assist in evaluating current customer requirements to ensure the requirement is the best value solution.
  10. (U) Assist in the preparation of cost analyses and budget estimates.
  11. (U) With Sponsor oversight, contribute to the preparation and review of customers billing statements and review for accuracy.
  12. (U) Support meetings and events including preparing presentations, collecting information and recording minutes.
  13. (U) Analyze vendor proposals and advise Sponsor's staff of compliance with Sponsor specifications.
  14. (U) Gather mission partner requirements for Sponsor consideration and use the information to identify, predict, interpret, and evaluate network requirements.
  15. (U) Coordinate information flow between Sponsor organizations.
  16. (U) Facilitate communication about circuits and their delivery status among relevant parties and provide routine briefings on all ongoing projects to the Sponsor, to include billing and invoicing actions for respective mission partners under the Contractor's purview.
  17. (U) Ensure clarity and visibility on the status of all orders and order changes.
  18. (U) Continuously evaluate the real-world costs of circuits and regularly brief Sponsor's Staff team on areas to minimize costs to the Government, for example by taking a proactive approach to drive projects that transition off of legacy circuits in an effort to reduce the parallel costs associated with the transition.
  19. (U) Track current orders, costs, circuit delivery schedules, and order changes throughout the process.
  20. (U) Record relevant details related to circuits in the Sponsor's approved asset management system.
  21. (U) Assist the Sponsor, Vendors, and Customers with planning and coordinating site visits as necessary.
  22. (U) Advise the Sponsor on issues or risks affecting projected cost, schedule, or performance goals of projects.
  23. (U) Ensure that Sponsor Standard Operating Procedures are up to date, relevant and accurate.
  24. (U) Gather data metrics to report to Sponsor leadership on statuses of projects, timelines for deliveries, trends and challenges.
  25. (U) Adhere to Sponsor's project workflow processes and ensure projects fall in line with the Sponsor's business practices.
  26. (U) Continually evaluate the Sponsor's project workflows and collaborate with partner workgroups to find efficiencies in project processes and tracking.
  27. (U) Be able to potentially TDY, CONUS and OCONUS, as part of an organizational outreach team to meet with mission partners. These TDYs are rare and are not part of the routine activities of the workgroup, however, the potential for TDY exists.

Experience Needed:
  • Citizenship: Must Be a US Citizen
  • Existing Clearance Required: Active Top Secret SCI with Poly
  • (U) Demonstrated experience using ServiceNow.
  • (U) Demonstrated experience in administration and management such as knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, or coordination of people and resources.
  • (U) Demonstrated experience in systems evaluation such as identifying measures or indicators of system performance and the actions needed to improve or correct performance, relative to the goals of the system.
  • (U) Demonstrated experience in IT customer relations and outreach.
  • (U) Demonstrated experience with program management.
  • (U) Demonstrated experience with IT and systems lifecycle management.
  • (U) Demonstrated experience managing review boards.
  • (U) Demonstrated experience with change and release management.
  • (U) Demonstrated experience with process improvement such as analyzing functions, requirements, or existing capabilities and shortfalls.
  • (U) Demonstrated experience with quality assurance.
  • (U) Demonstrated experience with data validation processes.

Other skills and demonstrated experiences that are highly desired but not required to perform the work include:
  • (U) Demonstrated experience with ServiceNow Project Planning Module (PPM), as this is the Sponsor's business tool for project tracking and management, in which the Contractor will operate on a daily basis.
  • (U) Demonstrated experience in IT requirements development, documentation, review, verification, validation and modeling.
  • (U) Demonstrated experience developing and writing IT standard operating procedures.
  • (U) Demonstrated experience working with IT service providers.
  • (U) Demonstrated experience developing and writing service level agreements.
  • (U) Demonstrated experience with Sponsor's IT policies and procedures.
  • (U) Demonstrated experience with federal regulations relating to information systems for a large enterprise.
  • (U) Demonstrated experience negotiating.
  • (U) Demonstrated experience with project and task management.
  • (U) Demonstrated experience performing cost benefit analysis.
  • (U) Demonstrated experience in program planning, budgeting or administration oversight to include developing policies and operational standards related to Sponsor.
  • (U) Demonstrated experience advising Sponsor officials on processes, practices and policies that directly impact the organization.
  • (U) Degree in Management, Administration, Science and Technology, or Information Management.
