The Project Manager is responsible for managing project work on a day-to-day basis and reviewing deliverables to ensure all requirements are met. Develop and implement a project quality management plan and project communication plan. Manage project communications across all stakeholders and levels of management. Report status to project sponsors and management as part of an effective communication strategy. This position will be in Philadelphia, PA supporting the US Governments General Services Administration (GSA). Provides direct support to the GSA Public Building Service assisting with real estate matters including lease management, lease administration, customer service, and information disclosure. Works in support of the general management and business operation of a particular program, department, or office. This individual will have overall responsibility for managing the daily operations of the program as well as the implementation of all management systems. The Program Manager must be proactive in informing the Government of significant issues and be able to respond and take corrective action to issues. Must be proactive in identifying and recommending new approaches to improve communication strategies related to managing GSA assets and infrastructure. Provides leadership and guidance regarding GSA to support staff. Serves as liaison to GSA stakeholders to ensure that the provision of services conforms to all contract specifications.

Lead teams that will develop project plans, and perform analysis, evaluation, and implementation of projects, systems, or processes.
Plans, designs, and conducts studies including risk analysis, contingency planning, and feasibility studies.
Exercises discretion and independent judgment on the analysis, planning, and/or implementation of important project initiatives.
Develops and establishes specific action plans for accomplishing both short and long-term goals and objectives.
Develops and implements comprehensive project planning including project schedules.
Provides leadership and subject matter expertise regarding risk management, infrastructure, and emergency management.
Complies with all contract specifications.
Develops performance standards and evaluates work performance.
Ensures equality in determining qualification, selections, assignments, training, promotions, discipline, and awards to employees.
Cooperates in the development and Affirmative Action efforts or plans regarding staffing, motivation, and training to develop all employees.
Coordinates and participates in technical and program reviews.
Conducts regular status meetings with the client and GSA staff to provide an overview of task performance on the contract.
Actively participates in quality assurance through contract deliverables reviews and customer performance feedback.
Provide oversight of training and assessment of skill gaps.
Investigate customer complaints and deficiency reports and provide identification of causes to appropriate authorities.
Ensure efficient and timely project execution.

BA/BS Degree or equivalent experience. Relevant experience may be substituted for education: 4+ years experience with a related MA/MS degree, or 8+ years of experience with a related BA/BS degree, or 10+ years experience with no related Degree.
Successful candidates will have experience supporting lease administration functions including annual cost escalations, change of ownership documents, rent increases, real estate exchange system updates, and communication with all stakeholders.
Must have direct experience to include facility management, cost analysis, risk analysis, performance measurement, and continuity of operations.
Excellent written and oral communication skills.

Professional attitude and appearance, strong customer service orientation, and ability to maintain confidentiality.
Specializes in one or more of the following areas: quality control; research; safety and health; legal and regulatory compliance; administration, and other similar management and operational activities.
Ability to direct a team as well as work independently.
Active Secret Clearance is required.
