Job Description
POSITION TITLE: Human Resource Coordinator
DIVISION: Human Resources
SUPERVISOR: Director of Human Resources
CLASSIFICATION: Exempt
STATUS: Full-Time
LOCATION: Bloomington, IN
PURPOSE:
Assist with the development and implementation of organizational initiatives, and policies and procedures. Develop and communication initiatives to provide ethical standards for staff and business development. Maintain communication of personnel changes within the agency through the management of the HR communication processing systems. Provide employment support to staff by assisting with practical implementation of consistent HR practices.
KEY AREAS OF RESPONSIBILITY:
PROVIDE EMPLOYMENT SUPPORT THROUGH IMPLEMENTATION OF HR PRACTICES:
Assist supervisory staff and agency departments with employee relations matters and personnel issues; and in the development/revision of department policies and/or procedures as requested.
Prepare and process new employee information and paperwork following orientation. Verify receipt of required forms and documentation. Create intent letters detailing position information for new hires and internal transfers. Provide the completed intent letter and copies of job description to the appropriate employee(s) for signature and forward to the personnel file.
Attest to each new hire’s identity and employment eligibility on I-9 form. Complete E-Verify and resolve issues as they occur.
Maintain current job descriptions and make changes at the request of supervisors.
Post open positions at all DSI locations; remove job postings as positions are filled; maintain historical job posting records; update DSI website job board posting as positions are added or filled as needed.
Respond to requests from managers regarding job postings, job descriptions, and job openings.
Manage the electronic applicant hiring system, ExactHire. Create new job postings and upload new postings to ExactHire.
Conduct first interviews as needed.
Completed BMV record checks, criminal history checks, “Aides with Verified Findings” checks, and all other required checks at the time of hire for new employees and periodically as dictated by relevant regulations, as needed. Review exclusion list for new employees.
Respond to telephone inquiries regarding open positions and application status.
Review applicants to determine rehire status. Communicate with applicants and managers regarding former employees’ rehired status.
Manage referrals of new hires from current employees.
MAINTAIN COMMUNICATION PROCESSING SYSTEMS:
Create, organize, route, and file status change forms to ensure communication of personnel changes through the chain of command and throughout the organization. Ensure each status change form is completed thoroughly and consistently to maintain communication throughout the agency.
Follow up on employee needs, applicant needs, and missing paperwork.
Manage all internal transfers. Manage and update changes in employment within Provide.
Respond to initial unemployment insurance claims. Initiative and participate in the appeal process as warranted.

MAINTAIN HUMAN RESOURCE AGENCY COMPLIANCE:
Oversee management of Human Resource functions in West Region (including but not limited to Bloomington, Washington, and Lyons), all HR processes, personnel situations, policy review and other issues as needed.
Assist with all Human Resource functions including HR processes, personnel situations, policy review, and other special projects, as needed.
Maintain agency compliance with benefit and employment-related state and federal laws including (but not limited to): HIPAA, ERISA, ADA, FMLA, Title VII, and FLSA. Maintain a working knowledge of these laws, worker’s compensation, and benefit plans.
Oversee records and progress reporting systems in compliance with agency and position standards and regulations.
Identify efficiencies in HR and stay abreast of changes in regulations and laws related to employment.
Act as a backup for general HR functions in the absence of the other HR staff members.
Assist with the planning that will define the overall process and be reflective of the vision, mission and values of Developmental Services, Inc.
ESSENTIAL JOB QUALITIES:
Excellent and professional communication skills, both oral and written.
Display an overall commitment to the agency’s mission, values and vision while maintaining a positive, professional image. Work cooperatively with coworkers and accept other duties as assigned by supervisor.
Must possess critical thinking skills.
Complete other duties and responsibilities as assigned.
Participate in survey/audit preparation as needed (i.e., CARF, BQIS, etc.).
Represent departments, as directed, at agency functions and community relations.
Attend/request related training as authorized, including staff meetings as scheduled.
This role will support various locations and will need to travel to each of those locations weekly.
QUALIFICATIONS:
Bachelor’s degree in Human Resources, Business Administration, or related field required; staffing or recruiting experience preferred. High School Diploma required.
Must have proficient communication skills, both oral and written. Word processing and spreadsheet experience preferred.
Must be able to perform such functions as operate a computer, access existing records storage, attend meetings throughout the community, and lift up to 25 pounds.
Must be able to travel between multiple DSI locations for interviews, meetings, etc.
