Job Description

POSITION:                            Manager, Accounting Administration

 

RESPONSIBLE TO:              General Manager

 

FLSA STATUS:                     Exempt / Non Union

 

POSITION OUTLINE:         Under general direction, responsible for all operations in connection with financial matters including accounts receivable and payable, payroll and auditing; trains and supervises accounting administration department staff; develops and initiates systems, policies and procedures for transacting financial matters; and ensures that the financial system is accurate, efficient and in accordance with general accepted accounting practices.

 

DUTIES AND RESPONSIBILITIES:

Develops and implements the Accounting Administrative Division’s goals, objectives, policies and operating procedures; responsible for establishing, maintaining and updating the Corporation's internal accounting control system; directs the general accounting activities of the general ledger to assure that the Corporation's accounting policies, procedures and records are in accordance with generally accepted accounting principles (GAAP). Coordinates the underwriting activities of the Corporation's casualty-property insurance program with outside insurance brokers; responsible for the administration of the Corporation's retirement plan including plan accounting, financial reporting, ERISA requirements, and providing actuarial benefit information; directs and supervises the preparation of grant applications to state and federal agencies; develops, and monitors the Corporation's annual budget and cash management system; coordinates the development of the Corporation's short and long range financial plan including revenue and expenditure forecasts. Responsible for coordinating all year-end audit work with independent auditors as well as federal, state and city auditors; prepares Corporation's quarterly and annual financial statements; establishes the Corporation's short term investment policies and coordinates investment activities with financial institutions; coordinates the management of all the Corporation's trust accounts with financial institutions; responsible for recruiting and training accounting staff; designs, implements and modifies the data processing system; prepares and revises the fiscal operations procedures manual; responsible for the development and implementation of all fare/revenue collection procedures; directs the collection and analysis of ridership data for the preparation, comparison, and distribution of monthly ridership reports; responds to requests for information; other duties as assigned.

Responsible for incorporating safety into all aspects of job functions.

 

KNOWLEDGE, SKILLS AND ABILITIES:

Must have thorough knowledge of General Accepted Accounting Principles (GAAP) as well as governmental auditing and reporting standards; thorough familiarity with financial administration including budgeting, planning, coordinating and directing complex financial transaction, developing, revising and installing accounting systems and procedures; inter­preting and applying appropriate laws and regulations; preparing varied financial state­ments, reports and analyses; excellent written and oral communication skills; demonstrated ability to plan and supervise accounting and related activities and to prepare complex accounting and fiscal reports; initiative and resourcefulness in handling supervisory and technical accounting problems. Knowledge of federal and state transit funding programs and grant application process.

EDUCATION AND EXPERIENCE:

Education equivalent to graduation from a university of recognized standing with specialization in accounting and business administration; considerable experience in responsible accounting work, a reasonable part of which must have been in the supervision of others. Other combinations of education and experience may be considered.

OTHER REQUIREMENTS:

Possession of a CPA certificate would be desirable. Valid driver's license; must pass a completed physical examination.

The People Mover operates on an elevated single track loop in Detroit’s central business district. The 2.9 mile system provides connections between the courts and administrative offices of several levels of government, sports arenas, exhibition centers, major hotels, and commercial, banking and retail districts. Service is frequent, unencumbered by vehicle or pedestrian traffic, and conveniently available throughout the central business district. The integration of eight of the thirteen People Mover stations into pre-existing structures links over 9 million square feet that can be traversed unimpeded by outside elements.
