Job purpose
The Human Resource & Recruiting Specialist facilitates the DCPA’s recruiting, onboarding and offboarding processes for the organization. This role manages, executes, and drives improvement opportunities for the recruitment and new hire onboarding process. Responsible for detailed record-keeping, file maintenance, and HRIS entry. The HR & Recruiting Specialist needs to have outstanding customer service, written, verbal, and interpersonal communication skills. Utilize exceptional organizational and time management aptitude, with the ability to multitask and adapt to a fast-paced, dynamic environment.
Duties and responsibilities
The Human Resource & Recruiting Specialist is responsible for the following responsibilities to support all HR functions that support and serve our DCPA Team Members.
- Use all available selection tools and maintain compliance with our selection processes and policies. Drive an engaging candidate experience throughout all touch-points of the recruiting process. Drive the recruitment process so that candidate decisions are made in a timely manner.
- Create engaging candidate marketing materials and messaging (job postings, candidate correspondence) to connect with job seekers and convert them to candidates.
- Assist organization in developing and executing diversity recruitment strategies.
- Assists HR Directors and department managers with the full cycle recruiting efforts including reference checks, resume screening, and phone screen interviews.
- Manages the applicant tracking system including applicant record management, develop report metrics, and regularly present metrics to the HR team.
- Identify and manage recruitment and sourcing strategies using traditional and digital channels such as social media, job boards, job fairs, and college recruiting.
- Processes and tracks background screening.
- Creates offer letters and coordinates the pre-employment process.
- Manages HRIS data entry and employee data reporting.
- Collaborates with IT Department for employee onboarding and offboarding processes.
- Manages Team Member onboarding and orientation processes, including the I-9 verification process, facility tours, creating and updating new Team Member packets.
- Serves as backup for Mailroom Supervisor as needed.
- Act as occasional backup for HR operational tasks such as benefits management, workers compensation, leave management, and payroll.
- Support the administration and application of company-wide human resource policies, procedures, and practices.
- Manages coordination of new hire training.
- Processing HR invoices and payments.
- Assists in unemployment claims and unemployment hearings.
- In addition to these main duties, as employees of a non-profit, everyone in the HR Department is expected to help with various HR-related administrative and operational tasks. We also expect our HR team to attend and, in some cases, to assist with employee engagement events.
Qualifications
- Bachelor’s degree or equivalent experience
- 3 years of experience in an HR role with heavy recruitment responsibilities.
- Demonstrated understanding of HR functions and best practices
- Knowledge of labor law and employment equity regulations.
- Effective HR administration and people management skills.
- Creative, flexible, and innovative team player who is solution-minded and demonstrates confidence in voicing ideas to raise the bar by implementing new HR practices and efficiencies.
- Commitment to excellence and high standards with follow-up in completing their role and responsibilities with a strong sense of urgency.
- Excellent time management skills with a proven ability to handle multiple projects to meet deadlines.
- Excellent verbal and written communication skills with the ability to communicate with all levels of positions.
- Outstanding interpersonal skills with an emphasis on customer service. Must have the ability to manage sensitive and confidential situations with tact, professionalism, and diplomacy.
- General understanding payroll processes and procedures
- Works well under pressure and meets tight deadlines with shifting priorities
- High proficiency with Microsoft Office Suite with an emphasis on MS Excel and MS PowerPoint
- High level of proficiency with HRIS and ATS, experience with ADP preferred
- Exceptional organizational and time management skills
- Strong decision-making and problem-solving skills
- Meticulous attention to detail
Schedule
This position works on-site at our DCPA offices. DCPA operating hours are 9:00 AM – 5:00 PM.

Working conditions
This position operates in a professional office environment. This role routinely uses standard office equipment such as a computer, phone, photocopier, filing cabinet and fax machine. Limited remote work opportunities may be available after the candidate is fully trained in their position, depending on business needs and prior supervisor authorization.
Physical requirements
While performing the duties of this job, the Team Member is regularly required to talk and hear. The Team Member frequently is required to stand; walk; use hands to handle or feel; and reach with hands and arms. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this position include close vision, distance vision, and the ability to adjust focus. The noise level in the work environment is usually moderate. Ability to work in an open, shared workspace with the typical distractions and noise levels found in a busy office environment.
