Project Details The Division of Regulatory Science Informatics (DRSI) within the Center for Tobacco Products (CTP) Office of Science (OS) provides Information Technology (IT) solutions to enable OS to fulfill its mission of reviewing and approving tobacco product applications as authorized under the Family Smoking Prevention and Tobacco Control Act (FSPTCA).

DRSI is tasked with increasing OS operational efficiencies for tobacco market regulation through information sharing, knowledge/content management, and business intelligence and automation of business/regulatory processes, leveraging tools and technology such as SharePoint Online (SPO) and Microsofts Power Platform. DRSI is responsible for developing and maintaining the OS SPO Sites and Power Platform applications.

What are we looking for? Here at DRT we are looking for you, a passionate IT Project Manager to work from the luxury of your home. You will get to serve as the point of contact for the OS/DRSI clients and work with the Business Analyst and the SharePoint Development Team to meet the contract objectives. This includes leading and supporting all project activities related to 1) maintain current OS SPO Sites and Microsoft Power Platform applications, 2) design, develop, and deploy new SPO Sites and Microsoft Power Platform applications 3) provide O&M services to the OS SPO cloud environment. Help us provide a full range of technical and management services to maintain current OS sites in M365 SPO and Microsoft Power Platform applications and develop new OS SPO sites and Microsoft Power Platform applications, using the Agile Scrum methodology. Fun stuff you will do on the job: Provide project management to establish control, management, monitoring, and notification mechanisms, ensuring all requirements within the SOW stay on track and milestones and performance measures are met. Interact with client stakeholders to understand project requirements, expectations, and priorities. Manage multiple concurrent projects that are complex in nature, with responsibilities of ensuring projects stay on schedule and within scope. Lead the technical solutioning sessions with the SharePoint development team for enhancing existing SPO Sites and Power Platform applications and new development projects. Assist with System/Integration Testing and User Acceptance Testing (UAT) as needed. Address and resolve user inquiries/issues logged through OS Customer Service Center (CSC) Service Desk. Manage Integrated Master Schedule to account for all O&M and DME activities performed on the contract. Generate and deliver status reports (e.g., Weekly Status Reports, Monthly Status Reports) as per the contract requirements. Manage contract financials and conduct performance evaluation of team members. Support other client and DRT activities as directed by Portfolio Manager.

This is you: 10+ years of experience with managing systems and software development projects. Must be able to obtain and maintain a Public Trust clearance. Must have a Certified Scrum Master (CSM) Certification. Demonstrated experience with the following:

  • Working in an Agile software development environment

  • Managing project scope, schedule, and cost; risk management; and resource management to execute project tasks

  • Analyzing problems that impact the project and provide innovative solutions/options that include analysis of schedules, costs, and technology/tools

  • Project management frameworks and agile best practices and the software development life cycle (SDLC), including risks/issues management

  • Developing and reviewing IT programmatic documentation and plans, including capturing and documenting requirements, technical design, etc.

  • Create and maintain management plans (e.g., Project Management Plan, Communication Plan, Rish Management Plan) as per the contract requirements

    You will wow us even more if you have these skills: Previous experience working with or for Federal Agencies. Demonstrated experience in Microsoft 365 and Microsoft Power Platform (PowerApps, Power Automate, and Power BI) and SharePoint Online architecture. Bachelor's degree in Information Systems, Computer Science, Software Engineering, or relevant field. Project Management Professional (PMP). SharePoint Online & MS Power Platform certifications.

Please note that, as a government contractor, DRT may be required to ask for proof of your COVID-19 vaccination status upon hire or anytime thereafter if the executive order is upheld. Per the requirement, federal contractors and subcontractors must submit proof of vaccination against COVID-19 or have an approved accommodation to begin work.
