Summary
The primary purpose of this position is to serve as a senior analyst
and perform duties as mail manager for the Department of Homeland
Security Headquarters with additional duty as s of Contract
Officer's Representative (COR).

Responsibilities
  • Responsible for directing and/or overseeing a variety of
management programs associate with official mail.
  • Conducts detailed analyses of complex functions and work
processes of broad administrative or technical programs.
  • Makes recommendations for improvement in the effectiveness and
efficiency of work operations in the Department mail program.
  • Develops new methods, organizational structures, and complex
management processes.
  • Advises program managers on methods and procedures, management
surveys, management reports and control techniques in order to
improve the effectiveness of existing mail programs and
procedures.

Qualifications
To qualify at the GS-12 grade level, applicants must have at least
one year of specialized experience equivalent to the GS-11 grade
level in the federal Government (can be obtained in the public or
private sector); conducting ALL of the following: 1) implementing
methods to improve the efficiency of processes for management
programs; 2) conducting studies of functions and work processes of
administrative and technical programs; and 3) providing
recommendations to program managers of results of management surveys
and reports. NOTE: Your resume must show where, when and how you
performed these duties.
To qualify at the GS-13 grade level, applicants must have at least
