Job Description

The Purchasing Manager is responsible for recruiting, selection, training, managing personnel, and establish standard operating procedures for the Purchasing and Estimating department.. A main focus on holding/ controlling operating expenses to the targeted homebuilding margins. Must have residential construction experience and currently working for a residential home builder in the Purchasing department.

Key Responsibilities and Accountabilities:

  • Maintain take-offs and unitized pricing
  • Create and maintain clear bid documents 
  • Collect bids, layouts, diagrams, etc. and provide necessary analysis
  • Collect, review, analyze, and provide all necessary option pricing from vendors
  • Review provided bid analysis and work with other internal stakeholders to award contracts
  • Ensure all pricing is reflective of correct specifications, plans, and scopes.
  • Provide clear, meaningful, and actionable analysis to President and other internal stakeholders for vendor selection
  • Work directly with Purchasing staff to provide necessary support and analysis for new community buy outs.
  • Where applicable: Maintain, Issue and Monitor Purchase Orders and variances
  • Seek vendors in assigned area that offer a combination of quality, products, services, and pricing that are at an acceptable level
  • Work with trade partners to transition to a more unitized/ transparent structure
  • Supply chain analysis when needed.
  • Assist in the development of dynamic and protective pricing structures (i.e. lumber indexes)
  • Work with team members to manage purchasing components of new community launches (i.e. option catalogs, product information books, etc.)
  • Manage New trade partner onboarding process. Build backup bench strength in key construction cost codes.
  • Research new products and processes from a cost and value basis
  • Mitigate and resolve any contract and/or scopes of work discrepancies if needed with trade partners on site in assigned area
  • Provide preliminary data for trade partner dispute resolution due to feedback from Construction dept.

 

 Skills, Knowledge and Abilities:

 

  • Provide leadership and management of all purchasing and estimating functions to achieve consistently high levels of customer satisfaction in all communities and across all departments.
  • Negotiation – Strong negotiation skills required for dealing with trade partner pricing. Use of discretion, maintain customer/ pricing confidentiality
  • Relationship Building – Ability to maintain and build strong relationship with trade partners and manufacturers. Excellent interpersonal skills.
  • Manage all product development construction costs to facilitate home pricing; ensure trade partners are well qualified to provide the quality standards to mitigate risk and to deliver on time, on budget and defect free.
  • Monitor competitive bidding process and contract negotiations, ensuring integrity, ethics, and best value for the organization.
  • Develop and maintain product specifications for all communities. Provide the sales and construction offices with a detailed book of product information.
  • Accountable for developing and managing budgets for each phase of product development.
  • Ensure accurate material take-offs and estimates and review against actual costs for all plan types.
  • Develop standard operating procedures that ensure detailed cost estimates are prepared for all current and future plans and communities. Cost estimates to be prepared based on trade partner bids as well as detailed material takeoffs.
  • Create and maintain unit pricing database.
  • Extensive knowledge and experience in purchasing and estimating for single family and multi-family residential construction
  • Strong negotiation and communication skills (listening, verbal, & written)
  • Strong math skills with previous experience creating and managing budgets
  • Experienced in developing quality controls and standards
  • Excellent leadership skills, especially the ability to create and manage change
  • Comply with all workplace regulations as guidelines per employee manual
  • Responsible for acquiring labor and material on a timely basis to ensure construction schedules are met, meeting and exceeding the quality standards and within housing budgets.
  • Analyzes and recommends trade contractor changes in coordination with the construction team and field personnel.
  • Ensure proper contract management procedures are consistently followed within the department. This includes contractor bids, development and execution of contracts and Purchase Order management, management of budgets, and coordination with the accounting dept.
  • Work closely with the construction and sales teams, material suppliers, architectural consultants, accounting staff, etc. so that costs are accurate, variances are minimized, and target margins are achieved.
  • Regularly monitor existing budgets through comparisons between original and current budget..
  • Work in conjunction with the Design Center to ensure our product selections are current and as product changes ensure that our trade partners will properly inventory the material as selected by our homeowners to avoid the reselection process
  • Research new products and processes from a cost and value basis
  • Analyze cost trends and provide forecasting to the homebuilding leadership team of commodity and materials pricing.
  • Options management and budget review.
  • Teamwork - Strength in relationship management with trade partners and internal co workers.
  • Details – Prioritization, organization and high attention to detail when analyzing and maintaining bid documents
  • Strategic – Ability to think outside of the box and develop new processes and procedures if warranted.
  • Strong Work ethic and Motivated.
  • Jobsite visits to audit materials, usages, potential rogue substitutions, takeoff verifications, quality of workmanship and construction methodology
  • Quarterly rebate tracking and collections
  • Honest and trustworthy
