Job Description

CVP is seeking a Manager with experience working with federal agencies as a leader in human capital initiatives. The ideal candidates will have experience working with federal clients as a delivery leader to implement high visibility initiatives. Subject matter experience with project and program management as well as business process improvement will equip the individual for success in the role.

 

The Manager will work with the CVP Team and federal human capital clients to design, document, and deploy procedural guidance, and similar standard work for human resources and human capital business operations. The Manager will provide delivery leadership and client relationship management expertise to the team, facilitate collaboration between internal functional groups and external partner organizations, and deploy proven techniques that support stakeholder delivery of quality work products to meet or exceed contract objectives.

Responsibilities

  • The Manager responsibilities include but are not limited to:
  • Working with clients to review and develop guidance and policies that will facilitate understanding, adoption, and implementation of new human capital programs / processes
  • Identifying, documenting, and analyzing current business objectives, operational requirements, and technical business processes to recommend areas for improvement
  • Designing job aids, quick reference guides and SOP’s
  • Facilitating meetings to assist management in the development of clear statements of quantifiable goals, objectives, and metrics
  • Developing formal project plans with schedules and manage work to allocated effort
  • Documenting project-specific processes and standards
  • Developing, maintaining, and managing senior client relationships
  • Anticipating client/project needs and developing alternative solutions

Qualifications

  • Ability to obtain a US Security Public Trust Clearance (U.S. Citizenship required)
  • Bachelor’s Degree in Human Capital discipline or a related field
  • Six years of relevant experience in business process improvements
  • Demonstrated experience in process improvement specifically conducting stakeholder interviews, facilitating working and review sessions for cross-functional teams, and recommending best practices as appropriate
  • Demonstrated experience in providing recommendations on business process improvements based on knowledge of organizational design and change management theory methodology, and best practices
  • Work experience in developing business process maps in conjunction with other supporting documentation (job aids, quick reference guides, SOPs, etc.) and artifacts spanning multiple functional areas
  • Demonstrated experience in benchmarking, and designing and measuring success metrics to monitor success of process improvements
  • Proficiency with Microsoft Word, Excel, Project, PowerPoint, Visio, and SharePoint
  • Proven leadership skills demonstrating strong judgement, problem-solving and decision-making abilities
  • Detail oriented with the ability to multi-task across multiple areas
  • Excellent communication skills and professional writing skills

 

Preferred Qualifications

  • Master’s Degree plus 10 years of experience in a Human Capital discipline or related field
  • Active Project Management Professional (PMP) Certification and/or Lean Six Sigma Green Belt
  • DHS or other Federal Human Capital experience
  • Management consulting background or experience
    • Experience conducting Kaizen / Rapid Improvement Works
    • Experience using Microsoft Visio to create process flow maps, swim lane diagrams etc.
    • Strong ability to write for different purposes (e.g., reports, proposals, instructor guides, job aids, SOP’s
