Job Description

Custom Software Systems (CSS) Inc., is seeking a Program Analyst to serve as Program Analyst whose mission is to help make capital available through banks and other lending partners to small businesses. Under direction, Program Analyst performs a variety of support services to include project coordination, evaluations and analyses necessary to support assessing the effectiveness of capital access programs. This position will support the program offices responsible for ongoing capital access programs and oversight activities.

RESPONSIBILITIES:

  • Identify, compile and analyze key data through a variety of planning and evaluation tools
  • Develop measurements of productivity and effectiveness through compiling matrix data and maintaining dashboards for various projects
  • Assist in conducting financial reporting for various lending and lender oversight programs
  • Perform management analysis to determine compliance with organizational procedures, sound management practices, and effective utilization of staff
  • Coordinate and track multiple actions required to execute assigned projects
  • Prepare and make presentations
  • Develop work papers and reports

REQUIRED QUALIFICATIONS:

  • 10+ years of experience
  • Experience identifying and developing information required for use in the management of programs, including analyzing program requirements, developing reporting, gathering data, performing cost-benefit analysis and documenting systems requirement
  • Experience developing conclusions, presentations, and white papers and make recommendations that affect long-range planning and performance
  • Experience analyzing and evaluating quantitative and qualitative information and data to maximize the effectiveness of programs
  • Proficiency with MS Office tools (Word, PowerPoint, Excel)
  • Strong oral and written communication skills
  • Accomplished in cost benefit, payback, ROI and other financial reporting
  • Experience in dashboard creation and reporting
  • Experience with data management
  • Experience researching and analyzing issues for their impact on program operations;
  • Conducting data collection and queries, and performing qualitative/quantitative data analysis of performance measurements - including indicators and outcomes – to determine program effectiveness
  • Identifying changes to policies, standards and processes that improve program operations
  • Preparing reports that capture the status of program effectiveness
  • Assisting with performance monitoring of tasks, schedules and budgets
  • Designing dashboard reports to ascertain program effectiveness
  • Development of program’s performance metrics
  • Developing recommendations for changes to policies, standards and processes that improve program operations
  • Knowledge of principles, practices and functions related to capital access for American small businesses
  • Expertise in supporting budgeting and capital planning
  • Experience in developing operating policies, procedures and guidelines
  • Demonstrated initiative in devising new plans for improving business processes and program operations
  • Ability to independently develop comprehensive reports, studies, plans and presentations

EDUCATION:

  • Bachelor’s degree or higher in Business Administration or other related field from an accredited institution
