This position is located in the Business Operations Division.Duties:
This is an administrative supervisory position responsible for monitoring and coordinating the activities of specialized programs and units within the Business Operations Division. This employee reports directly to the Assistant Director of Business Operations. This employee provides both administrative and technical supervision to lower level supervisors and personnel within these specialized programs and units. This person supervises the tasks performed by the supervisors responsible for Facility Maintenance, Central Records and Communications. This employee is responsible for planning, establishing priorities and implementing program objectives. This employee develops services within parameters of agency guidelines, monitors and evaluates operations. The responsibility of this employee is to ensure that all activities within the units under their supervision are carried out according to the guidelines of the Assistant Director of Business Operations and the Agency Director. Minimum Qualifications:
Completion of high school or equivalent and five years of progressively responsible secretarial or clerical/administrative experience including one year of administrative or office management experience; or completion of a two-year secretarial science or business administration program and three years of progressively responsible secretarial or clerical/administrative experience including one year of administrative or office management experience; or completion of a four-year program in a college or university preferably with major emphasis on coursework in business administration, public administration or other related field and six months of administrative or office management experience; or an equivalent combination of training and experience. A valid NC driver's license is required.
Experience in supervising staff, analyzing operational, managerial or administrative problems to identify alternatives and implement solutions. Experience with allocating resources in a department or business environment. Experience interpreting and applying laws, regulations and policies. Experience with preparing and making presentations to groups. Experience in developing, administering and submitting budget reports. Experience in proper purchasing policy.
Knowledge, Skills and Abilities:
This position requires considerable knowledge of the laws, regulations and policies of OSHA (Occupational Safety and Health Administration) guidelines, National Building Code, National Fire Code, ADAAG (Americans with Disabilities Act Accessibility Guidelines) and similar regulatory policies and procedures; general knowledge of and ability to initiate and install administrative programs and procedures and to evaluate their effectiveness; considerable knowledge of the principles and practices of public and business administration; knowledge of modern office procedures, practices, and equipment are required of this employee; considerable knowledge of governmental and private organizations and resources in the community. To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. This person must have the ability to read and interpret documents such as safety rules, operating and maintenance instructions and procedures manuals; ability to write routine reports and correspondence; ability to speak effectively before groups of customers or employees; ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals; ability to compute rate, ratio and percent and to draw and interpret bar graphs; ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists; the ability to interpret a variety of instructions furnished in written, oral, diagram or schedule form. Additionally, this position should have a General knowledge of personnel policies and procedures and General knowledge of accounting practices and procedures.
Ability to exercise judgment and discretion in establishing, applying, and interpreting policies and procedures; ability to plan, assign, and supervise the work of subordinate employees; ability to establish and maintain effective working relationships with agency personnel, officials, and the general public; ability to express ideas clearly and concisely and to plan and execute work effectively; ability to present information electronically using modern technology for presentations and communication.

The employee in this position will be operating motor vehicles for Cumberland County and shall have a valid North Carolina Driver's License.

Law enforcement background check is required.
This position will require assisting in emergency and/or disaster situations.
