Senior Management & Budget Analyst - Management and Budget

Major Functions

The County of Volusia is seeking a Senior Management and Budget Analyst for the Management and Budget Division. This position is located in DeLand, Florida and will be progressively responsible work researching, analyzing, and monitoring division budget expenditures, fund requests, and proposed programs in a central budget office. Senior Analyst level reserved for oversight of "area of critical responsibility." The preferred candidate will have advanced technical software experience with Sequel (SQL), Access, or other program database management. This position level requires supervisory experience and possess prior experience providing excellent customer service.

Illustrative Duties

  • Oversees area of "critical responsibility" in the Management & Budget Office. "Critical Responsibility" is defined as: 1) budget preparation process, 2) five year capital improvement program and forecasts, and 3) automated budget program.
  • Advanced technical work conducting more complex fiscal analysis of program requests.
  • May compile and maintain Capital Improvement Program including development of short-term and long-term financing schedules for funding capital projects.
  • Oversees operation of automated budget program including database management; long-term strategic planning; user training; troubleshooting and problem resolution.
  • Interfaces and coordinates with the Information Technology Group.
  • Performs all tasks as required in lower levels.
  • May supervise lower level analysts.
  • Assists in restructuring budgetary activities in accordance with new or revised legislative dictates.
  • Develops instruction manuals.
  • Attends work on a continuous and regular basis.
  • May be assigned to other office locations based on operational needs.
  • Must adhere to Federal, State, County and Local ordinances.
  • Responds to emergency situations.
  • Performs other duties as assigned.

Minimum Requirements

Bachelor's degree in Business Administration, Finance, Accounting, Public Administration or closely related field, and four (4) years progressively responsible experience in budget preparation and analysis. Must possess active Florida driver's license. A comparable amount of education, training, or experience may be substituted for the minimum requirements.

Having met the minimum requirements, the preferred candidate
will have at least three (3) years of management experience along with report writing, advanced Microsoft Excel knowledge, Sequel (SQL), Access, development of performance measurements software, or other technical experience.

Knowledge, Skills & Abilities

  • Knowledge of accounting and budgetary principles, practices, and procedures.
  • Knowledge of current techniques of budgetary concepts applicable to governmental agencies.
  • Knowledge and ability to use computer software related to finance, accounting, budgeting, word processing and public presentations.
  • Able to analyze financial transactions.
  • Able to prepare statistical and narrative reports.
  • Able to perform research. Ability to interpret budgetary format.
  • Able to make recommendations based on information available.
  • Able to develop and maintain effective working relationships.
  • Able to communicate effectively both orally and in writing.

  • Able to work under stressful situations.
  • Must be able to relocate to other county locations based upon operational needs

Mental Demands: Ability to perform advanced mathematical functions. Ability read and comprehend financial reports, professional journals and manuals, letters. Ability to write complex reports, financial reports, agenda items, letters, opinions, and recommendations. Ability to speak publicly and extemporaneously sufficiently to communicate ideas and theories. Ability to analyze data and formulate responses.
