The VP of Infrastructure & Quality Assurance is responsible for supporting the work of the Deputy Chief Information Officer and IT/Ops Team and building, implementing, and supporting the technology strategy and operations of the HIE. In addition, this position will lead the IT Team, which consists of basic infrastructure components including deskside support, systems and network administration, security operations, and database services. The VP of Infrastructure & Quality Assurance also maintains the IT infrastructure for Contexture employees and products to ensure staff can perform their assigned duties and system uptime is maximized, while maintaining system and data security. The role is also responsible for the Software Quality Assurance functions of the organization and will help to guide, lead, manage, and oversee all quality assurance functions. This position is based in Phoenix Arizona or Denver Colorado. Our strategic flexibility allows for remote work opportunities. Essential Duties and Responsibilities include the following: GeneralWorks to support any future technical integrations as they occurProvides leadership and direction for IT services within the organizationSupports the development and implementation of enterprise standards and technology architecture with operational efficiency as a focus and outcomeMaintain awareness of existing and emerging technologies, regulatory issues, privacy and security standards, and market factors to assist in the development of the IT strategy and plan of the organizationServe as liaison with stakeholders and partners, ensuring appropriate communication and escalation is taking place across all entities involved in servicing participants and in IT management activitiesContinually increase knowledge of the health care industry and developments by reading trade publications and other news sources on a daily/weekly basisAs applicable, after hours may be necessary to support after hours deployments, changes, or major incident responsePerforms other duties as assigned HIE InfrastructureOversee day to day support of the operations of network, system administration, database support, and deskside supportCollaborate with the Security and Customer Operations and Service Management teams on matter related to operational security and IT service deliveryDrive ongoing vendor management activities with a focus on strategic engagement and utilizationWork to develop and manage an IT operational stack within the organization which includes traditional infrastructure componentsConduct strategic and day-to-day planning, direction, and coordination of HIE support services ensuring organizational goals are met and participants are satisfied with service levelsManage the overall HIE IT Tier II and above support services, ensuring tickets are addressed within stated time guidelines and appropriate issues are escalated within the organization and with vendors as necessary to ensure a quality service experienceDevelop meaningful dashboards focused on presenting data and information related to operations and support to drive strategic oversight and directionParticipate in the development and management of key organizational IT strategies, policies, and practicesDevelop and refine operational procedures to ensure adherence to HIPAA, HITECH, and organizational policies, as well as promoting ongoing improvements in efficiency and effectivenessProvide regular reporting on IT service components to stakeholders in the organizationEffectively communicate and/or make presentations to senior level department management on a variety of issues which may include service analysis, process improvement, systems issues, and staffing levelsAccountable for operation server systems, employee hardware, office hardware, telecom systems, asset management and IT budget maintenance, planning and executionAccountable for operational and strategic metrics that drive overall operational effectivenessManage the overall budget for the organization’s IT stack Quality AssuranceProvide strategic leadership and oversight of quality assurance activities within the organizationEnsure testing best practices are followed and adhered to and work to continually improve QA activitiesPartner with peer VPs to ensure engagement in process processesEnsure adequate resource planning is in place to support needed QA effortsWorkforce Management Manage the overall Infrastructure services staff for HIECollaborate with staff resources and peers in knowledge sharing, problem solving, and providing positive leadershipWork in concert with the Implementation and Innovation teams to ensure close coordination in supporting participants and new products/servicesCreate and manage team goals and performance metrics based on the organization’s overall annual goals and KPIsMentor team as needed with responsibilities that include recruitment, hiring, training on policy, procedures, and departmental practices, career development, performance appraisals, disciplinary actions, and staffing recommendationsExercise initiative in developing operational goals, personal goals, and leadership development programs for team members QualificationsTo perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Bachelor’s Degree with a concentration in Information Technology, Computer Science, Computer Engineering, or related technical discipline preferred.
