International Project/Construction Management Firm is seeking a Development Manager (“DM”) for full-cycle construction development in for the following location:

  • Phoenix metro area, with travel

Construction Management & Development, Inc. (CM&D) is currently seeking a talented individual with demonstrated experience in major real estate capital markets, managing the development and pre-construction phases of commercial multi-family and residential construction full-cycle projects, and prior project management experience over the full life cycle of large scale type III and V construction projects. The Development Manager, under the supervision of the Development Director, is responsible for developing new bid proposals and presentations, coordinating local and state entitlements and approvals, managing key government and community relations and associated events, and developing new business opportunities. The DM will provide development support for the full life cycle of the project. Under the supervision of the Project Director, the PM is responsible to lead project objectives and completion on time, on budget, and in conformance to CM&D’s project management methodologies and standards. The DM, working closely and in concert with clients, will serve in a key role directing day-to-day development and pre- construction management responsibilities and will be instrumental to the successful development, implementation, and delivery of multiple projects.

Development Manager Duties & Responsibilities:

Development Management

· Responsible for managing day-to-day development and pre-construction project activities. Under the supervision of a Development Director he/she is responsible for preparing bid proposals, analyzing and preparing cash flow projections, maintaining comprehensive budgets, monitoring and maintaining schedules.

· Work with City/County Planning Staff for required entitlement approvals, municipal resolutions and overall government support
· Assist with preparing applications for funding sources as needed including Low‐Income Housing Tax Credits, Tax Increment Funding, Tax Exempt Bonds, Payment In Lieu Of Taxes, local resources, Federal Home Loan Bank AHP, etc.

· Prepare supportive services plans: working directly with supportive service agencies and securing letters of support.

· Secure local approvals, presentations to the community and/or local partners

· Participate in the representation of Clients at public hearings and meetings for various funding sources as requested.

· Assist in developing and maintaining client relationships with all types of community action agencies and other community developers.

· Participate in meetings with local council members, elected officials and key community leaders

· Assist with leading project meetings.

· Prepares RFP/bid packages and manages the bid process

· Responsible for solicitation, evaluation and selection of the architect, other sub-consultants and the contractor/s.

· During the design management process, prepares estimates and value engineering analysis, peer reviews, and constructability reviews.

· Oversees the processing of submittals, requests for information, shop drawings, substitution requests, change proposals and change orders.

· Manages the preparation of daily and weekly reports, and prepares monthly reports that discuss, in detail, the status of the project.

· Works directly with Owner/Stakeholders of the project to insure project objectives are met.

Requirements:

A minimum of a Bachelor's Degree in Architecture, Engineering, Business Administration or Construction Management is required.

A graduate degree or project management certification is a plus.

5 – 15 years of project management experience for Type 3 and Type 5 construction.

5 – 10 years demonstrated experience in successful construction development for large scale, full-cycle projects.

5 – 10 years experience working with government and community partners, securing entitlements and approvals.

5 – 10 years previous construction experience with residential, hospitality, hotel, or high rise projects is preferable.

Must have excellent communication skills, both oral and written.

Must have excellent writing and typing skills, be computer literate and capable of using multiple applications including but not limited to MS Office365 (Word, Excel, Outlook), Adobe Acrobat; Microsoft Project; Cloud-based Filesharing (Eg. Box, Egynyte, Sharepoint); Construction Management apps (Procore, Egnyte, BuilderTrend, etc); and general Internet.

Must be located near Phoenix metro area.
