Environmental Resources Coordinator

Position Summary

The Environmental ResourcesCoordinator plans, directs, and oversees the activities of contractors engagedin stream restoration projects for the PA Mining Complex. Ensure the work iscompleted on schedule, within budget, and to the specified quality standards,and in compliance with CONSOL's Environmental Policy, CONSOL's EnvironmentalManagement System, and applicable laws, regulatory, and permit requirements. Inaddition to managing and scheduling contractor work, the environmentalresources coordinator facilitates material deliveries, maintains exceptional communication,and enforces a strong focus on quality and safety standards.

·Coordinatestream restoration activities associated with flow loss and pooling. Activities include: streamflow augmentationinstallation, operation, and maintenance; streambed grouting to promoteconveyance of surface water; and gate cut activities to reduce stream pooling,enhance stream habitat and improve stability of stream course, current andcross section.

i.Reviewand implement the restoration plan in accordance with approved coal mineactivity permit revisions

ii.Maintaincommunication with CEI Land Resources on current and future project schedules

a.Prepareland access easement details

b.Notifyand/or meet with property owners to review work activity

iii.Maintaincommunication with CEI Permitting on current and future project schedules

a.Plan,manage, and assist permitting to prepare site-specific permit applications,including stream crossings, township road crossings, state highway occupancy,chapter 105, nationwide 27, et cetera

b.ObtainPNDI and PHMC clearances, and prepare and submit E&S control plans toappropriate regulatory authorities

c.Communicateschedules and project status with regulatory agencies

iv.Contractoroversight

a.Schedulecontractors to perform restoration activities

b.Coordinatesafety meetings and project updates with contractors

c.Ensurecontractor staff and material inventory will meet workload demands

d.Conductsite visits to confirm work is performed in accordance with corporate policies,permit conditions, E&S controls, and all regulated activities onconstruction projects

v.Budgetsand expenditures

a.Provide budget recommendations tomanagers responsible for financing and approving budgets

b.Generate monthly expenditure updatereports for total budget and categorical unit cost rates

vi.Data collection and analysis

a.Confirm augmentation activity is effectiveat restoring streamflow to a condition observed during the pre-mine period

b.Comparepre-grouting and post-grouting flows to determine locations where additionalgrout injection may be necessary to promote conveyance

c.Coordinatebiomonitoring and plant / tree survival surveys associated with 105 andnationwide permits following completion of gate cutting activities

·Position is 75% field-based work

Required Skills and Experience

·Bachelor's degree in EnvironmentalScience, Engineering, or Geology

·Minimum three years of projectmanagement experience; mining operations preferred

·A high degree of proficiency in MSOffice Suite, Outlook, and Internet applications

·Strong analytical, prioritizing,interpersonal, problem-solving, presentation, budgeting, project management(from conception to completion), and planning skills

·Strong verbal and writtencommunication skills

·Ability to develop collaborativerelationship with colleagues across the organization, contractors, propertyowners and regulatory agency personnel

·Ability to work autonomously andwithin a team in a fast-paced and deadline-oriented environment

·Self-motivated with criticalattention to detail, deadlines, and reporting
