SUMMARY:

The Connecticut Green Bank (hereafter "Green Bank") is seeking a Manager, Incentive Programs (Durational) to lead the closeout of the Residential Solar Investment Program ("RSIP"). This position is durational through June 30, 2023. The Manager will oversee and support the closeout of the RSIP, including ensuring that all completion milestones are met and necessary compliance items are submitted.

DUTIES AND RESPONSIBILITIES:
  • Lead the assessment of project deliverables, project data, and documentation needed for project completion including inspection documentation, troubleshooting monitoring issues, etc.
  • Monitor and evaluate the achievement of milestones and deliverables for existing projects.
  • Serve as a liaison to program applicants and participants, including clean energy customers, Green Bank partners, developers, government entities and regulatory agencies to identify and resolve issues with projects and ensure their completion.
  • Review incentive applications for participation in the Green Bank's Incentive Programs, including the Residential Solar Investment Program (RSIP)
  • Oversee and assist with Incentive Program data validation and clean-up, especially for RSIP.
  • Oversee and assist with the processing of incentive payments.
  • Support the creation and management of energy and environmental assets associated with the Incentive Program portfolio.
  • Respond to inquiries from internal and external stakeholders.
  • Provide research and analysis support to Green Bank Leadership.
  • May support marketing and outreach activities for the Incentive Programs.
  • May support the design and implementation of new programs or evaluation and redesign of existing programs.
  • May train and/or supervise Green Bank staff including associates and interns.
  • May oversee RFP/RFQ processes for clean energy programs.
  • May prepare presentations and represent the Green Bank in speaking engagements.
  • May prepare materials for regulatory or statutory hearings and may represent the Green Bank at such hearings.
  • May be given oversight and responsibility for certain program processes.
  • May assist with management and implementation of federal grant projects.
  • Other duties as necessary.

MINIMUM QUALIFICATIONS REQUIRED:

The following minimum qualifications in knowledge, skill and ability are required:
  • Knowledge of and direct experience with program and project development and/or management with particular emphasis on clean energy companies, programs and/or projects, particularly residential solar.
  • Ability to communicate effectively with contractors, project developers, customers and others.
  • Ability to understand various scientific and energy-related technological principles and applications.
  • Ability to perform analytical tasks and data analysis.
  • Proficiency in the Microsoft Office Suite including Word, Excel, PowerPoint, Outlook and other software programs as necessary.
  • Strong interpersonal skills involving the ability to work with management and a variety of other parties, at all levels, internally and externally.
  • Ability to prepare and make presentations.
  • Strong writing skills and the ability to communicate effectively, tactfully, and courteously through oral and written communications.
  • Experience working in a team environment.
  • Ability to train and/or supervise junior staff as assigned.
  • May also require (depending on hiring level):
  • Knowledge of business operations, general business management and contract development and/or management.
  • Ability to independently analyze technical models, financial statements, business plans and other complex technical, financial, and legal concepts and documents.

EXPERIENCE AND TRAINING:

General Experience:

A Bachelor's degree in environmental science, engineering, economics, business administration or other related field. Four (4) years of experience managing and developing energy generation capital projects, ideally in a field related to clean energy, with emphasis on solar.

Special Experience:

Two (2) years of the general experience must have been conducting project or program evaluations and analyses.

Substitutions Allowed:
  • A Master's degree in environmental science, engineering, economics, business administration or other related field may be substituted for one (1) additional year of the general experience.
  • A professional certification in a relevant field may substitute for one (1) additional year of the general experience.
