Job Description





We are currently seeking a Full Time Director of IT Finance for a position in MD.  The opportunity is remote with an occasional meeting a few times a year. If you would be interested in discussing further, please let me know a good time a number. 


Responsible for providing general administrative direction and support services to the IT department. Provides oversight and guidance around departmental functions such as contract management, vendor relationship management, financial controls, budget development, workforce management and administrative professionals.  Serves as departmental liaison to other corporate shared services within the operations function.  Provides input and support to the IS&T leadership team related to business operations.


Principal Responsibilities and Tasks

The following statements are intended to describe the general nature and level of work being performed by people assigned to this classification.  These are not to be construed as an exhaustive list of all job duties performed by personnel so classified.


1.                Department Leader


    1. Member of the management team and provides input on departmental functions and activities including development, enhancement, implementation, and production support for IT functions and supporting organizational initiatives.  
    1. Maintains a strong relationship with business units; collaborating with customers to complete organizational initiatives and meet management standards.  Works closely with customers to match projects to the organizational goals and objectives.
    1. Manage a high performing business office team, including team structure, performance, workforce relations, and assignment direction.

2.                Workforce Planning

    1. Works on departmental workforce planning.  Provides day to day oversight and support to IS&T management team as required.  Activities may include one or several arenas: recruitment, retention, employee relations, compensation, labor regulations or position control.
    2. Partners with Corporate HR leaders to help IS&T management manage the performance of Information Services and Technology staff, including, hiring, firing, discipline, training and development, and performance review in accordance with policies and procedures.
    3. Provides in-service and continuing education for department staff.  Promotes and encourages professional growth and development of personnel through attendance at in-services, workshops and seminars

3.                Budget Planning and Management

    1. Oversees the creation of the Information System operating and capital budgets.  Collaborates with Directors and Senior Leadership to accurately represent budget requests, to include justification, timing and total cost of ownership.   Monitors expenditures to assure fiscal responsibility and accountability.


    1. Partners with Corporate Finance to extend standard policies and procedures to IS&T Budget planning and management. Defines complex financial models that assist the medical system with financial reporting of IT investments and costs.
    1. Establishes performance improvement initiatives aimed at improving customer service, operating costs and departmental functions/department productivity
    1. Actively manages certain IS&T leadership cost centers, include centralized travel, supply, and expense management, senior leadership ad hoc needs, and contingency upgrade and applications budgets.

4.                Finance Controls

    1. Manages and monitors the corporate-defined financial control processes for the entire IS&T department, including requisition creation, PO generation, invoice reconciliation, payment to vendors, and budget impact.

5.                Contract and Audit Management


    1. Directly oversee all IT contracts throughout their lifecycle. Manages a team that organizes contract drafting, evaluation, negotiation, and execution; Maintains contractual records through the contract management system; Develops and implements procedures and policies for contract intake, processing, tracking, and execution
    1. Responsible for building and managing vendor relationships with companies that supply products and services, including ensuring current agreements per corporate policies, ongoing negotiations of standard terms, and conducting contract performance reviews.
    2. Ensure that IT audit practices comply with company procedures and government regulations. Directs business office resources to implement auditing policies and make sure all IT systems has adequate technology and system controls to meet business objectives and customer needs. Also promote that each IT staff team member has the proper understanding of auditing procedures and complies with any audit requests from Corporate Internal Audit, compliance, or regulatory entity.


6.                Administrative and Office Support

    1. Oversee a team of professional assistants that provides administrative support to the IT management team. Make assignments to balance workload, promote professional development opportunities and maintain a high performance standard
    2.  Responsible for the general operation of all the department office space, including space planning, supply ordering, office organization, and managing common spaces and general needs for IT staff.

Education and Experience

1.  Bachelor’s degree in Business, Computer/Information Systems, Health Care Administration or a related discipline; or equivalent combination of education certifications and work experience is required.  

2.  Master’s degree in a related field is required.

3.  Law degree with contract management experience is preferred.

4.  Eight years progressively responsible professional experience in information systems development and implementation, or equivalent, is required. 

5.  Four years supervisory/management experience is required.  Professional experience with budget management is required. 


              Knowledge, Skills and Abilities

1.   Demonstrated leadership ability, and demonstrated effectiveness in supervising, evaluating, training, discipline and motivating management and technical staff successfully is required.

2.   High level of proficiency and demonstrated effectiveness in problem solving and implementing new processes related to increased departmental and organizational operating efficiency.

3.   Highly effective oral and written communication skills are required to train and supervise employees, and to work closely with Senior Leadership, hospital administration, and customer’s personnel effectively.
