Job Description

Computercraft is helping to grow a team of Project Managers to develop cutting-edge web products at the National Center for Biotechnology Information (NCBI), part of the National Library of Medicine (NLM) at the National Institutes of Health (NIH). These web products are the preeminent, open-source tools and technologies used worldwide to contribute to scientific research and discovery, facilitate the work of clinicians, and improve human health. Working on NCBI products, this team of Project Managers can help to accelerate the development of cures for diseases like COVID-19.

The successful candidates will coordinate the full software development lifecycle (SDLC) in NCBI’s scientific environment. Responsibilities will include:

  • For multiple Agile software product development teams, providing project management leadership and assuming all responsibilities as Scrum Master
  • Assisting the Product Owner and team members in the transformation to an Agile framework through coaching and exercise of Agile best practices
  • Mentoring the product team in adopting and maturing Agile/Scrum practices
  • Coaching individual team members and working with other Product Owners and Scrum Masters to share improvements
  • Coordinating complex, technical software development projects dealing with scientific and genomic data
  • Participating in and providing technical and administrative expertise to software development projects
  • Supporting program outsourcing needs (e.g., defining scope of work, deliverables, and work/cost estimates and tracking progress in line with internal work)
  • Supporting the Product Owner in establishing the Product Roadmap and Release Plans
  • Tracking team progress related to Release Plans, milestones, and deliverables
  • Balancing risks, schedules, and resources
  • Coordinating cross-functional teams of various sizes with diverse technical skillsets using Scaled Agile principles
  • Advising senior management on issues impeding team performance
  • Communicating project issues to stakeholders and senior management

Computercraft has several open Project Manager positions to support various web-based NCBI products:

  • A set of related tools: SciENcv, which is used by researchers to assemble the professional information needed for participation in federally funded research; MyBibliography, which is used to save citations and manage peer-reviewed article compliance with the NIH Public Access Policy; and MyNCBI, which retains user information and database preferences providing customized services for many NCBI databases (e.g., searches, display formats, filtering options).
  • A new initiative that will help NCBI modernize and re-architect its tools and resources for working with genomic data, specifically those that support the rapidly growing collections of sequence and other data on species across the tree of life.
  • A set of related products: GenBank, the largest collection of publicly available nucleotide and protein sequence data in the world; Sequence Read Archive, the largest publicly available repository of high-throughput sequencing data; and the submissions portal researchers use to access and learn about various methods for submitting data.

Required Skills/Experience

  • Bachelor’s degree in computer science or a related field
  • Demonstrated experience managing and coaching software development teams using Agile methodology
  • 5 years of project management experience and 5 years of experience developing software and/or managing software development
  • Strong technical knowledge of software application development
  • Experience in delivery of complex enterprise-level software development projects
  • Experience managing external vendors and vendor contracts
  • Experience coordinating work across multiple teams and departments
  • Effective verbal and written communication

Desired Skills/Experience

  • Master’s degree
  • Experience with scientific or biological data
  • Experience as software development technical lead and/or technical manager
  • Experience working with large databases, statistical analysis, and clinical data
  • Experience in a research and development (R&D) environment with demonstrated ability to analyze problems and propose multiple solutions
  • Experience with large distributed systems and cloud computing
