MWR Petaluma

DUTIES:

Reporting to the MWR Director, this position oversees corporate sponsorship, marketing, ticket office operations, and project management of the MWR program to include technology integration in order to streamline and improve processes and respond to new feedback and challenges. Facilitates productivity and efficiency across programs. Collaborates with managers from different departments, guides individuals to complete their tasks in order to achieve organization-wide goals. Supervises Ticket Office/Library Manager, NF 2; Administrative Assistant, NF 1; and Sales Clerk, NF 1.

Point-of-sale and/or database integration for all MWR facilities; MWR manual revisions, SOP/Job Aide reviews and revisions.

Develop and maintain a network of digital displays around base for promotion of MWR facilities and programs. Develop and/or maintain MWR website.”

New community outreach programs; New marketing strategies and Special Events for MWR patrons.

Oversee daily operations

Knowledge of general business management practices and general advertising techniques related to management planning, budgeting, scheduling, and coordinating the efficient operation of eCommerce operations, backend web development and customer interface. Knowledge of and skill in the application of business management principles, concepts, and methodology applicable to a variety of assignments involving the full range of social and recreational activities, including operations and maintenance, assignment utilization, facility improvements, management-patron relations, and merchandise and equipment management. Practical knowledge of financial management and accounting principles and policies to establish procedures which prevent possible fraud, waste and abuse of branch assets and to direct their use in a profitable manner. This knowledge requires an understanding of financial statements, balance sheets, food and beverage cost analysis principles, internal controls, and inventory controls. Decisions regarding what needs to be done include the assessment of the size and mix of the patron community; cost targets; food and beverage services standards; and exceptions to operational policies.

The work requires making decisions regarding the interpretation of data related to current and projected operation costs, funding limitations, merchandise and equipment inventories.

QUALIFICATIONS REQUIRED:

Minimum:

1. BS/BA in management or a related field or equivalent experience;

2. Ability to communicate both orally and in writing and to interpret complex instructions, directives and correspondence, applying them to specific situations.

3. Knowledge of human relations to effectively work with employees, customers and vendors.

4. Proven experience as a Program Manager or other managerial position

5. Thorough understanding of project/program management techniques and methods

6. Experience in managing staff of different disciplines to produce results in a timely manner

7. Advanced experience with MSFT Office

8. Outstanding leadership and organizational skills

9. Excellent communication skills

10. Ability to develop efficient strategies and tactics

11. Excellent problem-solving ability

Preferred (in addition to minimum):

1. MS/MA/MBA.

2. Knowledge of military protocol, courtesies and social amenities necessary to plan, organize, and execute functions where formal protocol is a requirement.

3. Knowledge of NAF and military personnel policies, rules, and regulations, and supervisory requirements and techniques. Knowledge of EEO principles.

OTHER ESSENTIAL INFORMATION:

- Selectee will be required to participate in Direct Deposit/Electronic Funds Transfer as the Standard method of payment for payroll and travel purposes.

- Males born after 12/31/59 and at least 18 years of age must be registered with the Selective Service System, unless covered by an exemption under the Selective Service Law, in accordance with 5 U.S. Code 3378. 3.Have been a dependent of a United States Federal or military employee serving overseas.
