Job Description

JOB SUMMARY:

The CFO will have primary day-to-day responsibility for planning, implementing, managing, and controlling all financial-related activities including the accounting, billing functions, and services provided by Clin-Path Associates, PLC (CPA) as well as Pathology Specialists of Arizona, LLP (PSA) to assure the success of corporate goals for both entities. This will include direct responsibility for accounting, budget preparation and monitoring, finance, forecasting, strategic planning, cost analysis, contract compliance and financial regulatory compliance. Additionally reporting to this position are the financial functions at Clin-Path Associates, PLC and Pathology Billing Services of Arizona. LLC (PBS). The responsibilities of the position are to ensure compliance with generally accepted accounting, billing, and compliance principles.

Strategic Planning and Operations

  1. Assist in formulating the company's future direction and supporting tactical initiatives
  2. Monitor and direct the financial implementation of strategic business plans
  3. Develop financial and tax strategies
  4. Manage the capital request and budgeting processes
  5. Develop performance measures that support the company's strategic direction
  6. Provide support to the President/CEO, COO and Executive Board of Directors on strategic business opportunities
  7. Report financial results to the boards of directors

ESSENTIAL FUNCTIONS, CPA:

  1. Oversees the general ledger and financial accounting systems for the organization in accordance with generally accepted accounting principles for Clin-Path Associates, PLC. and Pathology Specialists of Arizona, LLP.

  1. Supervises and manages the Financial and Billing Administrative staff of CPA and PBS in terms of process oversight and control. Provides direction in the development and sustainment of business processes. This position is responsible for the development and training of staff in these areas.

  1. Under the Direction of the CPA Operating Agreement, the position will work closely with Manager of the Group (Chief Operating Officer) who has specific responsibilities for accounts payable functions, budgeting, cash management, financial contracting and loans as stated in the operating agreements for CPA.

  1. Works in collaboration with COO to support CPA with clients, including hospitals, ASC’s and other clients to maintain and develop business opportunities.

  1. Assures regulatory compliance with regulations established by CMS, CLIA, OSHA, and Managed Care Plan contracts.

  1. Supports HR policy, procedure, enforcement, FMLA, EEOC and other functions related to staff management.

ESSENTIAL FUNCTIONS, PSA:

  1. Oversees the general ledger and financial accounting systems for the Partnership in accordance with generally accepted accounting principles. Assures the correct distribution of funds and expenses on a timely and equitable basis. Establishes practice overhead distribution among the Partners.

  1. Provides strategic direction in the development and sustainment of business processes. Coordinates pathology services at each of the Banner facilities.

  1. Under the Direction of the PSA Partnership Agreement, the position will work closely with the Manager of the Group (Chief Operating Officer) who has specific responsibilities for accounts payable functions, budgeting, cash management, financial contracting and loans as stated in the partnership agreement for PSA.

  1. Oversees the billing functions at PBS to assure maximum collections and accuracy in the billing the process. This responsibility includes managed care contracting and budget responsibility.

  1. In collaboration with the COO, assists with negotiations and contracting strategy for the ongoing agreements with Banner Health System and Banner MD Anderson Agreements. Participates in hospital committees as necessary to represent the pathology service.

  1. Provides consultation services to each of the Partners as requested in terms of, financial matters.

  1. Assures regulatory compliance with regulations established by CMS, CLIA, OSHA, and Managed Care Plan contracts.

PHYSICAL/MENTAL/VISUAL DEMANDS, ENVIRONMENT:

Excellent communication (verbal & written); analytical and supervisory skills, ability to function in a high stress environment; deadlines, organizational skills. Must be alert and energetic with constant monitoring of workflow. Great mental demands and extreme attention to detail is required in the completion of activities. No unusual physical or visual demands. Majority of time spent at a workstation using a computer and telephone. Routine work encompasses visual and keyboard stresses. Some lifting/bending but not over 30 lbs. unassisted. Will work at computer station and use telephone 90% of the time. All CPA/PSA safety policies and practices are to be followed and are a condition of employment.

EQUIPMENT USED:

Personal Computer, scanner, calculator, fax, telephone.

ADDITIONAL FUNCTIONS:

Interfaces with Managed Care Leaders as necessary. Interfaces with lawyers, accountants and other specialists as necessary to support the mission.

SUPERVISORY RESPONSIBILITIES:

Directly reporting to this position includes Financial and Billing administrative staff, specifically the Administrative Director of Pathology Billing Services of Arizona and Administrative Director of Finance and Accounting for CPA/PSA.

SCOPE AND COMPLEXITY:

The position requires the ability to work closely with a variety of personnel including: pathologists, executives, managers, supervisors, staff and external individuals, e.g. auditors, consultants and hospital personnel.

EDUCATION and/or EXPERIENCE

  • Completion of a master's degree in accounting or business administration at an accredited college or university highly desirable
  • 5+ years of progressively responsible experience in a major healthcare related company or division of large corporation.
  • Preference will be given to candidates with the Certified Public Accountant (CPA) or Certified Management Account (CMA) designations.
  • Preference will be given to candidates with CFO experience in anatomic pathology, clinical laboratory businesses or large multi-site professional medical practices

Maintain Current Knowledge of:

  • Highly automated, rules-driven accounts receivable software systems and operational practices for insurance, client, and patient billing.
  • For profit accounting in accordance with U.S. Generally Accepted Accounting Principles. regulations and compliance requirements and appropriate Code of Federal Regulations sections.
  • Trends and developments in payment for anatomic pathology and clinical laboratory services including Stark laws, CMS regulations, and rules governing hospital payment/reimbursement for pathology and clinical laboratory testing by government and 3rd party payors.
  • Organizational development, human resources, and program operations.
  • General office software, particularly the Microsoft Office Suite and Great Plains software (or other similar not-for-profit general ledger software) and use of databases.

Ability to:

  • Foster and cultivate business opportunities and partnerships.
  • Create and assess financial statements and budget documents.
  • Recognize and be responsive to the needs of all hospital and clinic clients of the organization, the Board of Directors, employees, physician and institutional shareholders, and 3rd party payors.
  • Supervise staff, including regular progress reviews and plans for improvement.
  • Communicate effectively in both written and verbal form.
  • The position must demonstrate behaviors consistent with the values of the Group.
