The City of Vacaville is accepting applications for Management Analyst I/II. Currently we have two (2) full-time Management Analyst I vacancies. One vacancy is in the Finance Department and the second vacancy is in the Public Works Department. This recruitment will also establish a Citywide eligibility list that could be used for any future vacancies over the next 12-month period.

Salary Information:
Management Analyst I - $79,161.13 - $96,230.07/annually
Management Analyst II - $93,279.46 - $113,381.85/annually
11/1/2023 - 2% COLA increase
The Management Analyst position is FLSA Exempt for overtime purposes.
This position may be eligible for a remote/hybrid work schedule.

Management Analysts support the development, administration, and implementation of City programs. This role provides essential analytical staff assistance, conducting comprehensive analyses of various municipal policies and procedures. Responsibilities also include managing office operations such as budgeting, contract administration, and project grant monitoring. The Management Analyst I/II classification is flexibly staffed and may be filled either at the I (entry level) or II (journey level), depending on the qualifications of the candidates and the departmental need. Employees in the Management Analyst I classification may advance to the Management Analyst II level after meeting higher-level qualifications.

Finance Department:
  • Conducts complex financial studies and prepares required reports, including periodic and special financial reports.
  • Oversees assessment district and community facilities district financing, verifies related records, and submits data to the county for property tax rolls.
  • Assists with establishing new districts.
  • Prepares reports for submission and makes presentations to the City Council.
  • Develops and analyzes cash flow and revenue projections.
  • Manages the City's banking and investment portfolio in collaboration with the Finance Director.
  • Assists with administration of the Finance Enterprise Resource Planning (ERP) system.
  • Processes journal entries to the general ledger.

Public Works Department:
  • Oversees the City's waste service Franchise Agreement and contracts, and coordinates activities related to City's solid waste and recycling programs.
  • Manages program budgets, including payment programs and grants administration.
  • Oversees City compliance with federal, state, and local recycling regulations.
  • Plans, develops, and implements public outreach campaigns and compliance activities.
  • Assists with developing and promoting the City's environmental sustainability goals.
  • Responds to requests for assistance from internal and external customers.

For the Finance Department -

For the Public Works Department -

  • Experience planning, developing, and conducting community outreach utilizing a variety of outreach methods
  • Strong data analysis and interpretation skills
  • Experience building, managing, and utilizing data systems
  • Knowledge of budget management practices

Minimum Qualifications:
Management Analyst I
Education: Equivalent to completion of a Bachelor's degree from an accredited college or university with major coursework in public administration, business administration or a related field.

Experience: Some professional analytical experience is desirable.

Management Analyst II
Education: Equivalent to completion of a Bachelor's degree from an accredited college or university with major coursework in public administration, business administration or a related field.

Experience: Two (2) years of responsible experience in administrative management similar to Management Analyst I with the City of Vacaville.

LICENSE OR CERTIFICATE
Select positions may require the possession of a valid California Class C driver's license and a satisfactory driving record as conditions of initial and continued employment.
