Senior Leave Management Specialist

Within the department, the Human Resources team supports 500+ employees in 18+ unique departments and executive offices. To best serve these departments, the HR team is looking for a Senior Leave Management Specialist to provide ADA and leave management consultation to all employees in the departments served by our Service Delivery Division, as well as occasional consultation between City Departments. Additionally, you will assist with Citywide Leave Management Administration. You will be joining a team of several Senior HR Business Partners and reporting to an Employee Relations Manager.
This role is designed to ensure the workforce has the necessary tools and strategies to manage employee health and well-being and ensure work availability. All of your work will be focused through an equity lens and with the customer' service needs top of mind, providing internal excellence and external value. You will ensure the City's treatment of employees is fair, respectful, and consistent with core business values and expectations of the department.Here's more of what you'll be doing:
Serving as a trusted expert by:

  • Providing consultation, coaching, and training for managers and employees on leave management, ADA processes, and City policies
  • Acting as the point of contact and holding key responsibility for managing Absence and Disability (ADA) and Leaves for all supported departments
  • Providing guidance on leave and disability management to the Service Delivery Division (SDD) regarding leave processes, policies, procedures, and compliance
  • Acting as a resource to executives, management, and staff in both recommending and implementing and administering all forms of Disability Management programs and activities for supported departments
  • Providing HR staff with guidance for employees' ADA/RTW/Leave across the City as needed
  • Presenting information on leave and ADA management to department directors, leadership members, and employees on all levels through visual presentation, facilitation, writing, and technical means (such as Skype)
Ensuring compliance and consistency by:
  • Conducting audits on the leave management and ADA processes to measure the health and development of the SDD leave management program
  • Interpreting complex City Personnel Rules
  • Tracking and interpreting changes to federal, state, and local legislation and legal regulations, multiple CBAs, and the intersection of these policies, rules, and regulations
  • Completing HRIS data entry and tracking of leaves
  • Tracking and administering Floating Holidays, as well as Merit and Executive Leaves for supported departments
  • Working in partnership with the unit's HR Analyst in providing backup on all data entry and record compliance in the HR Analyst's absence
  • Championing equitable, consistent, effective, and compliant leave and ADA management programs
You will feel most prepared for this role if you possess either of the below certifications:
  • HRCI
In addition to the skills and experience mentioned above, you will need to possess the below required qualifications (or a combination of education and/or experience and/or training which provides an equivalent background required to perform the work of the class):
  • A Bachelor's Degree in Human Resource Management, Business or Public Administration, Social Sciences, or a related field
  • Three years of professional experience in human resources/personnel administration
  • An Associate Degree in Human Resource Management, Business or Public Administration, Social Sciences, or a related field
  • Four years of professional experience in human resources/personnel administration
  • Five years of professional experience in human resources/personnel administration
This position is classified as a Personnel Analyst, Senior.
