General Duty Statement

 

The City of Saint Paul is seeking a Senior Budget Analyst. Join an engaged team for a career in Finance with excellent benefits! 

 

Performs advanced level professional data analysis, project management, business analysis, and budget/fiscal analysis. Assists in compiling and analyzing the annual city budget, identifying financial, operational, and strategic challenges, and proposing and facilitating solutions. Monitors revenues and expenditures and performs budget management duties throughout the year. Performs other related duties and responsibilities as required.


Information Specific to this Position:
This is a full time position with the Office of Finance located in City Hall in downtown Saint Paul. This position will generally work regular daytime hours, 8:00 am to 4:30 pm. Currently, these positions are working remotely from home with occasional days in the office. 

Primary Responsibilities: 

  1. Analyzes and monitors department budgets, incorporating policy and operational information and issues into the analysis, and makes recommendations for assigned departments.
  2. Provides advanced level guidance and assistance to department heads in preparation of departmental budgets. Works with assigned departments and monitors department budgets. Makes budget recommendations to department and citywide leadership.
  3. Acts as a liaison with federal, state, metropolitan, and county agencies, as well as private and non-profit partners such as the Saint Paul Chamber of Commerce, League of Minnesota Cities, and others.
  4. Performs cost-benefit analysis, fee analysis, financial modeling, financial trends review, and forecasting.
  5. Prepares a variety of briefings, reports, and presentations for individuals at various levels in the organization.
  6. Presents budget information in public forums, including City Council meetings and community events.
  7. Identifies and resolves budget and policy issues and/or potential problems.
  8. Advises and recommends ways of financing proposed changes in City operations. 
  9. Gathers financial information in response to public information requests or other external communications.
  10. Reviews operating budgets and analyzes trends to evaluate budget needs. Determines the financial impact of proposed capital improvements on City operations and the maintenance budget.

The eligible list created from this assessment will also be used to fill Senior Budget Analyst positions as they become available.

Requirements

 


Requirements may be met by one of the following options:


A Bachelor’s Degree in Public Administration, Finance, Business Administration, Economics, or a closely related field.

 

AND

 

Six years of experience performing budget analysis, data analysis, program analysis, and financial process improvement and management.

 

OR

 

A Master’s Degree in Public Administration, Finance, Business Administration, Economics or a closely related field AND four years of experience listed above. 


Preferred Qualifications:

  • Experience in a public sector or government setting

Assessment: Qualifications Rating
The Qualifications Rating is an assessment of your resume, completed application, and answers to Supplemental Questionnaire. Be as specific and detailed as possible in completing your application and questionnaire. You must submit your completed application and supplemental questionnaire by the application deadline.

GENERAL INFORMATION:

Open Job Posting: This posting is open to anyone who meets the position requirements.

Eligible Lists: Eligible lists typically are created from a pass/fail assessment. Those who pass the assessment will be placed on an eligible list for approximately one year. Hiring Managers may interview/hire anyone from the list.

Final Selection Process: You must receive a score of 75% or higher to pass the assessment and be considered for the position. Those who pass will be placed on an eligible list and all will be notified of their status. A Hiring Manager will consider those applicants eligible for hire. You will be notified if you are invited to participate in the final selection process which may include an interview, job simulation, work sample submission, or other evaluation method.  

Condition of Employment: This position will require proof of vaccination and an attestation of vaccination for COVID-19. This position also requires a credit check and background check which may include criminal history, and employment history as a condition of employment. Candidates will be required to submit proof of education to Human Resources upon conditional job offer.
