Description The City of Redding Electric Utility is seeking a highly qualified and motivated individual to supervise and direct the daily operations or maintenance activities of the Power Plant in order to maximize the safety, reliability and the cost-effective operation of the power plant facilities. This position will follow the standards and direction set forth by the Redding Electric Utility management and City of Redding management. Ensure compliance with OSHA and Cal-OSHA regulations, industry; promote positive environmental stewardship work practices.

Ensure compliance and adherence to government environmental regulations, industry standard practices, and City of Redding, Redding Electric Utility, and power plant environmental compliance programs; ensure that electrical generation outputs and power plant equipment response to plant operation schedules are maintained at levels as determined by the REU Energy Management group; supervise and direct the daily activities of the operations or maintenance staff in accordance with Redding Electric Utility goals and objectives. Plan, direct, coordinate, supervise and review the tasks and objectives of assigned power plant operations or maintenance personnel in accordance with Redding Electric Utility goals and objectives. Provide technical support to staff as required; promote and sustain positive morale and motivation of plant personnel.

Act as an advocate for the continued professional development of assigned staff; develop and implement operations based training program to emphasize safe, environmental compliant and efficient power plant operation programs. Identify measures of performance that may need improvement or further development; develop and implement maintenance procedures, training, work order management, and inventory/warehousing procedures that emphasize safe, environmental compliant and efficient methods of extending equipment longevity and repairs. Identify measures of performance that may need improvement or further development; ensure that electrical generation outputs are maintained at scheduled levels and efficiencies are at maximum achievable levels; ensure that plant availability and reliability are maintained at established levels.

Evaluate and determine methods to constantly improve the plant availability and reliability; work with plant staff members to solve plant problems to consistently improve plant operations; respond to abnormal, emergency, or upset conditions of the plant facilities. Take appropriate action to ensure personnel safety, facility integrity, and to maximize plant reliability. Report plant abnormalities to the assigned manager; develop, implement, and administer the plant's maintenance program, including equipment service and failure records, analyses, and provide trend information/recommendations to the assigned manager; as directed and per City procurement procedures, prepare specifications, requests for proposals, bids, and requisitions for purchase orders for replacement parts and/or services, as required.

Ensure City's best interests are maintained in all procurement events; ensure that all plant documentation is available and up-to-date, including operations and maintenance procedures and repair manuals; prepare correspondence and reports, and maintain records as directed; oversee the water testing and treatment program to ensure that plant process water quality standards are maintained and program achieve operation objectives. Monitor water treatment costs. Constantly evaluate the program for improvement; perform other related duties as assigned. Typical Qualifications Knowledge of: Power plant operations and maintenance principles, processes, procedures and regulations; mechanical, electrical, instrumentation and control maintenance techniques/procedures; safety procedures and techniques; tools and equipment used in the installation, modification, maintenance and operation of steam and combustion turbine generating facilities; associated mechanical, hydraulic, electrical, electronic and computer systems/software; applicable governmental laws and regulations; terminology and mathematics associated with generation activities; basic electronic and electrical theory; budget preparation and tracking procedures; report writing; record-keeping; effective communication and supervisory skills.

Municipal procurement and contract procedures. Ability to: Interact effectively with the public and City of Redding employees; immediately respond to changes in plant conditions; supervise the work of others; plan and schedule work and coordinate with other departments and regulatory agencies; read and understand technical drawings, sketches, plans, specifications and maintenance manuals; and effectively communicate both orally and in writing. Manage projects and process budgets. Perform tasks or functions completely with minimal supervision.

Recognize operational inconsistencies and hazards in the workplace and display proper judgment in dealing with them. Education & Experience: Any combination of training and experience or education that provides the required knowledge, skills, and abilities is qualifying. Typical education would include an AA degree from an accredited college, university, or equivalent. A Bachelor of Science degree in Engineering or related field is desirable.

Typical experience would include five years of power plant operations and / or maintenance and three years of supervision experience; or five years of plant engineering experience and three years of supervisory experience. Special Requirements:Possession of a valid California driver's license, or the ability to acquire one within ten days of appointment.
