Public Works Department

Hiring Range: $55,291.13 to $69,113.91

FLSA Status: Exempt

Pay Grade: 113

Full Pay Range: $55,291.13 to $82,936.69

Position Summary:

City of Prescott Department of Public Works is seeking an experienced, knowledgeable, and collaborative professional to oversee operations and maintenance at the City's Airport Water Reclamation Facility. Under general supervision of the Wastewater Superintendent, supervises and coordinates a variety of programs and activities, including, safety programs, preventative maintenance, maintenance management, directing, supervising, and training. This working Supervisor position is responsible for day-to-day operations and maintenance at this facility.

The ideal candidate will possess excellent leadership and technical skills to provide direction and guidance to the operations staff in the spirit of teamwork and collaboration. This supervisory position has significant field and administrative responsibilities to maintain regulatory compliance requirements, respond to emergency situations, and supervise personnel.

Essential Duties:

  • Supervises, trains, schedules and evaluates staff
  • Maintains regulatory compliance requirement
  • Manages process control
  • Inspects plant machinery, equipment, grounds and facilities to determine need for repair or corrective actions
  • Schedules work staff, maintains time records, prepares and submits payroll reports
  • Maintains records for operations & maintenance in Lucity (computer maintenance management system)
  • Estimates and orders materials and supplies
  • Investigates and responds to complaints
  • Responds to emergency situations
  • Administers safe and efficient operation of vehicles and equipment
  • Inspects and monitors performance of contractors when assigned
  • Participates in budget preparation and evaluation
  • Assists in preparing bid documents
  • Enforces safety regulations, provides safety training and maintains training records
  • Acts as "Direct Responsible Charge" during superintendent's absence
  • Performs other duties as required


Qualifications:

High School Diploma or equivalent; Grade IV Arizona Wastewater Treatment Plant Operator Certification or must obtain within six (6) months of hire; and five (5) years experience as a Wastewater Treatment Plant Operator, to include at least two (2) years experience in a supervisory role or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job. He/she must have the desire and initiative to improve operating results; have exceptional troubleshooting skills, be able to think "outside the box", build interpersonal relationships, and promote a positive and productive work environment.

Knowledge:

Federal, state, and local laws, regulations, rules and/or ordinances; department organizational functions, objectives, policies and procedures; laboratory methods; sampling techniques and procedures; general biology, chemistry, and wastewater treatment principles; safe work practices; occupational hazards in wastewater; chemicals used in wastewater treatment processes, and general building & grounds maintenance.

Skills:

Supervising, training and motivating employees; managing employee performance; effective communication; operating and maintaining wastewater treatment plant equipment; performing laboratory analysis; following oral and written instruction; handling emergencies; using computer programs including MS Office, SCADA and web based programs; establishing and maintaining effective working relationships with subordinates and direct reports.

Abilities:

Collecting and analyzing samples and interpreting results; collecting and reporting data; interpreting plant performance data, analyzing and making good decisions; operating SCADA/PLC systems, using computerized maintenance management systems, and other similar computer programs; reading, understanding and applying work instructions from technical manuals for maintenance and operation activities; reading and understanding various drawings and schematics; detecting, identifying, and reporting operational malfunctions and problems and providing resolution; utilizing a variety of hand and power tools; troubleshooting treatment processes and equipment and taking appropriate actions; operating motor vehicles and equipment such as forklifts and backhoes; performing mathematical calculations; performing with minimum supervision; communicating and using interpersonal skills to interact with coworkers and supervisors to sufficiently exchange or convey information and to receive and provide work direction.

Physical Demands And Working Conditions:
  • Work is performed in a standard City office environment and in the field.
  • Safely operates required equipment and a City vehicle as needed.
  • Safely operates a variety of standard office equipment including a computer, telephone, calculator, copier and fax machines requiring continuous and repetitive arm, hand, and eye movement.
  • Safely exerts moderate physical effort to lift, carry, push, and/or pull, etc. of objects and materials of moderate weight (50 pounds or less).
  • Work is performed regularly where decisions are made that could lead to major community or organizational consequences if there is a failure to make the appropriate decision at the time.
