JOB DUTIES

ESSENTIAL DUTIES:

Requires 24 hour on call availability to include weekend, nights, holidays, during and after adverse weather conditions and emergency situations as required. Must be at Parks Operations 30 minutes after receiving call.

Performs all duties of a Parks Maintenance Worker I, II, III, IV as written.

Performs semi-skilled, skilled, technical and administrative work in the area of seasonal insect and rodent control, plague surveillance. Assists in performance of safety instruction and compliance.

Works under the general guidance and direction of the Parks Superintendent or Assistant Parks Superintendent.

Operates a motor vehicle to assist in carrying out the business of the department and the City.

Using excellent customer service skills, establishes and maintains effective working relationships with other employees, officials, and all members of the general public.

Supervises temporary staff and community service workers assigned to vector control work.

Plans, carries out and evaluates vector control and preventive maintenance schedules for areas within the City of Farmington and all City facilities, either personally, or through assigned staff. Locates, surveys and monitors breeding sites; collects identifying specimens. Maintains maps, photographs and records of each site and treatment applied.

Monitor, larvacide or adulticide mosquito sites (March-September).

Analyzes, develops, and recommends long and short-range goals and methods for specific programs; develops fiscal data for program implementation and maintenance. Collects, analyses and interprets data for use in reporting and recommending corrective action and for information purposes.

Responds to complaints or concerns from the public regarding pest control. Works with public in order to inform public in elimination of causes, as may be required.

Reviews environmental laws, rules, regulations, test data and related recommendations.

Evaluates and maintains all equipment used.

Evaluates facilities, schedules and performs needed pesticide and/or herbicide applications. Maintains inventory of chemicals, such as herbicides and insecticides.

Rears, catches, transports and introduces gambusia or other similar life for the purpose of natural pest control methods.

Works with New Mexico Environmental Improvement Division, Department of Agriculture and San Juan County Vector Control personnel for reporting, testing and treatment purposes.

Maintains certifications required for pest control.

Develops procedures and budget data for the maintenance and repair of vehicles, mechanical equipment, and facilities required for vector control functions. Assists in the preparation of bid specifications for equipment and facilities required in vector control functions.

Develops and maintains safety manual and procedures for vector control function.

Conducts various analyses and inspections of City facilities for occupational safety and health purposes and determines the most cost-effective means of compliance.

Prepares and maintains records, reports and other specialized maintenance records (including photographic records) of City buildings, facilities and equipment as may be assigned.

Assists with other various parks projects as needed; including, but not limited to, building play grounds constructions of shelters, building forms for and pouring and finishing concrete; shoveling / plowing snow, median and landscaping/parks maintenance and graffiti removal.

Assist with set up and tear down equipment for various park and recreation programs, prepares park facilities for special events and recreation use.

Install and repair various types of fencing. Build and repair block retaining walls.

Assists the PRCA Department on various projects as needed.

Attendance at work is an essential function of this position.

Basic Computer skills.

NON-ESSENTIAL DUTIES:

May be required to conduct CPR classes and safety training.

May serve as a member of various employee committees.

QUALIFICATIONS

This position is subject to the City of Farmington's Drug and Alcohol Free Workplace Policy which includes: pre-employment testing, post-accident testing, random testing, reasonable suspicion testing, return to duty testing, and follow-up testing.

This position requires a baseline audiometric examination.

Extensive background checks required.

Any equivalent combination of education and experience sufficient to perform job duties.

Knowledge of the hazards and safety precautions common to vector control operations.

Ability to establish and maintain effective preventive maintenance programs, policies and procedures; ability to maintain effective record keeping procedures, oversees the chemical distribution and stock to employees or the need to reorder.

Ability to carry out assigned projects to their completion; ability to communicate effectively verbally and in writing; ability to establish and maintain effective working relationships with employees, supervisors, vendors and the public.

Knowledge of mosquito biology, chemistry and math sufficient to perform duties. Knowledge of general biology sufficient to deal with bats and other rodents such as rats, mice and pigeons.

Must hold current Public Pesticide Applicator Licenses: Category 3 and 3A commercial pest through Public Health Department; Category 7 Structural Pest; Category 7B Rodents; category 8 victor, maintains membership in New Mexico Environmental Health Control Association, or must obtain these certifications within three (3) months of entry into the position.

American Red Cross Instructor's Certificate in CPR and First Aid, or the ability to obtain this Certificate within three months of entry into the position.

Ability to operate 35MM camera with attachments.

Knowledge of streets and unmarked roads in and around the City of Farmington. Work with public works for the identification of new holding pond and ditches.

Ability to work a varied schedule, including nights and early morning hours.

Valid driver's license required, with acceptable driving record for past three years. Commercial Driver's License must be obtained within 60 days after entry into employment.

Ability to operate various heavy equipment i.e., backhoe, bobcat, front end loader, dump truck trenchers, augers, forklift. Boom truck, Arial lifts, wood chipper.

This position has the responsibility to participate in and comply with the City's Environmental, Health, and Safety program.

Skill in operation of listed tools and equipment.

TOOLS AND EQUIPMENT USED:

Motorized vehicle (including four-wheel drive vehicle), UVL sprayer, hand sprayer, tractor with attachments; 35MM camera. personal computer, including word processing software; calculator; copy and fax machine; phone; mobile or portable radio, paint, paint brushes and rollers, and truck-mounted high pressure sprayer. Ability to use various hand/power tools.

PHYSICAL DEMANDS:

While performing the duties of this job, the employee is frequently required to walk, sit and talk or hear. The employee is occasionally required to use hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms. The employee is occasionally required to climb or balance; stoop, kneel, crouch, or crawl.

The employee must frequently lift and/or move up to 25 pounds, and occasionally lift up to 100 pounds with assistance. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
