Position Description

Hiring Range: $50,386.00 - $60,463.20

To provide Geographic Information Systems (GIS) services and support to City and County employees and the general public. This is accomplished by creating GIS Web applications and services, gathering, field-verifying, and distributing data, creating custom maps, and installing, configuring, and maintaining GIS software. Oversees web support and maintains City infrastructure layers in GIS software.


+ Assist in assessing GIS project needs, develop, design, and plan implementation.

+ Develop and maintain enterprise level GIS data by acquiring and utilizing source documents for data input of geographic location and attribute information as well as ensuring data integrity by developing QA/QC workflows. Also develop and maintain databases tracking departmental assets and activities.

+ Provides GIS application support by gathering user requirements; providing enhancements to the GIS database; ensuring data integrity configuring applications and databases; creating standard and custom maps; receiving user feedback; and responding to user-identified problems; monitoring application performance and usage; updating data; and installing upgrades.

+ Conducts field investigations to verify data prior to inputting or updating in the GIS database.

+ Oversees customer requests by processing, analyzing, and distributing data and providing custom mapping services, as well as training and directing the work of other GIS users such as GIS Technicians.

Minimum Qualifications & Experience

+ Bachelor's degree

+ Three or more years of related experience.

+ Valid NC Class C Driver's License

+ Experience using ArcGIS Desktop

+ Work requires the occasional direction of helpers, assistants, seasonal employees, interns, or temporary employees.

+ Requires ability to write reports, prepare business letters, expositions, and summaries with proper format, punctuation, spelling, and grammar, using all parts of speech.

Additional Preferred Skills

+ Bachelor's degree in GIS, Geography, Engineering, Surveying, or Computer Science

+ GIS data maintenance specific to municipal utilities infrastructure, i.e. stormwater, water, and sewer systems.

+ Experience with the following: working with an enterprise geodatabase (SDE) and editing (versioning), experience with Structured Query Language (SQL), working with scripting languages such as Python, experience with programming languages such as C, C++, .Net, Visual Basic for Applications (VBA), JavaScript, and other languages, familiarity with Web services technologies (HTML5, CSS) and frameworks.

+ Familiarity with Cityworks and/or other asset management systems.

+ Familiarity with Agile and Design Thinking.

+ Experience with database management.

+ Experience with ArcGIS Pro.
